## Why

The `/keymap` action catalog and root-config binding lookup duplicated the same action inventory, requiring both to be maintained together.

## What changed

Use `define_keymap_actions!` to generate `KEYMAP_ACTIONS` and `binding_slot` from a single declaration grouped by context. Preserve the existing action order, descriptions, feature gates, and binding mappings.
