## Why

Truncating a JSON summary at the 240-byte limit can panic when the cutoff falls inside a multibyte UTF-8 character.

## What changed

Truncate at the nearest preceding character boundary before appending `...`.

## Testing

Extend the JSON tool-call reuse test with multibyte arguments and assert the truncated summary and original payload reference.
