goodman-oai 6eb357445f Use the crates.io release of i18n-config (#57277) 
## What changed

Remove the `i18n-config` Git patch and its `cargo-deny` Git source allowance. Update the Cargo and Bazel lockfiles to use the crates.io release of `i18n-config` `0.4.8`, restoring its `basic-toml` dependency and adjusting the locked TOML dependencies.
