## What changed
- Re-run the HTTP headers helper after a same-origin `POST` receives a `401` or `403`, and retry the request once when the effective headers changed.
- Share refreshes across concurrent rejected requests, retain the previous headers when refresh fails, and keep the retry within the original timeout.
- Allow helpers to supply `Authorization` while preserving explicit OAuth or bearer credentials, OAuth insufficient-scope challenges, and redirect safety checks.
## Testing
- Cover rotating helper headers for MCP tool calls and same-origin OAuth token refreshes.
- Cover concurrent rejections, failed and unchanged refreshes, retry limits, timeouts, and redirects.

## Why
Repeated skill locator roots can make catalog prompts larger even when the
catalog fits within its metadata budget.
## What changed
Evaluate aliased catalogs regardless of budget pressure and select them when
they preserve skill inclusion and description content while reducing prompt
size. Apply the same selection to combined host, executor, and orchestrator
catalogs.
## Testing
Add coverage for alias selection in full host-only catalogs and update skill,
symlink, and orchestrator resource tests to expect shortened locators and their
root mappings.
GitOrigin-RevId: ccedd3f3f6c7efaa1e5177a2d8c3d81d59239f52
## What changed
- Require selected skill paths to resolve within the cloned repository and reject
symlinked path components.
- Reject special files and symlinks that escape the selected skill or resolve to
anything other than a regular file.
- Add regression tests showing that escaping symlinks are rejected while links
to regular files within the skill are installed as file contents.
GitOrigin-RevId: d4c3f09fb630dea96b34ea5552de571b36f1ceca
## Why
Plugin and marketplace names can flow into generated install commands, so the
plugin creator must reject names outside the supported identifier syntax before
using them or changing files.
## What changed
- Centralize validation for plugin names, including dotted names, and marketplace
names.
- Apply validation when reading marketplaces, validating manifests, updating
cachebusters, and scaffolding plugins.
- Validate existing marketplace state before scaffold writes so invalid or
duplicate entries leave plugin and marketplace files unchanged.
## Testing
Add regression tests for accepted identifiers, unsafe and malformed names,
dotted plugin names, and failure paths that must not modify files.
GitOrigin-RevId: 9db68c2313a1539c5ab44d777966e33b460ceb71
## What changed
- Add `http_headers_helper` configuration for local streamable HTTP MCP servers. The configured shell command runs once per connection and returns a JSON object of headers that is cached across requests.
- Apply helper headers to MCP startup and OAuth flows while restricting them to the server origin, stopping redirects, rejecting reserved or duplicate headers, and enforcing output and execution limits.
- Reject helpers for remote or managed-disabled servers, use the local environment working directory, and redact helper commands from `codex mcp list` and `codex mcp get` output.
## Testing
- Cover configuration validation, helper lifecycle and output parsing, origin isolation, OAuth discovery and token refresh, managed requirements, environment selection, and CLI redaction.

## Why
Symlinked skills have a canonical `SKILL.md` path that can differ from the path
under the configured skill root. A catalog entry that advertises the discovery
path must still select the canonical skill.
## What changed
- Track each loaded skill's discovery path alongside its canonical identity.
- Render discovery paths in the skill catalog and accept either form for
structured selections and linked skill mentions.
- Preserve enabled-state checks, deduplication, and product filtering when
resolving discovery paths.
## Testing
Added loader, catalog, mention-resolution, and end-to-end turn coverage for
skills discovered through directory symlinks.

## What changed
- Load the cloud configuration bundle before `codex mcp list`, `get`, `login`, and `logout` so those commands can resolve enterprise-managed MCP servers.
- Keep `codex mcp add` and `remove` scoped to user configuration, preventing managed server definitions from being copied into or deleted from `config.toml`.
## Testing
- Add CLI integration coverage for listing and inspecting a managed server, completing its OAuth login and logout flow, and preserving user configuration during add and remove operations.

## Summary
- enable the remote plugin feature by default
- promote the remote plugin feature from under development to stable
- preserve the existing `features.remote_plugin` override for explicitly
disabling it
- keep legacy disabled-path coverage explicit in TUI and app-server
tests
## Impact
Remote plugin functionality is enabled by default for configurations
that do not set the feature flag. The existing Codex backend
authentication gate still applies.
## Validation
- `just fmt`
- `just test -p codex-features`
- `just test -p codex-tui
plugins_popup_remote_section_fallback_states_snapshot`
- targeted `codex-app-server` plugin-list and skills-list tests
- `git diff --check`
The full TUI and app-server suites were also exercised locally. All
remote-plugin-related coverage passed; unrelated local
sandbox/test-binary failures remain outside this change.
## Summary
- project effective marketplace/plugin config through the enterprise
source policy so blocked installed plugins become inactive
- filter plugin list/read/discovery and CLI marketplace source/snapshot
reporting using the same policy
- enforce source admission for background marketplace cache refreshes
- continue refreshing/upgrading independent marketplaces and plugins
when one entry fails, returning per-entry errors
- include policy-projected plugin state in cache and refresh keys so
requirement changes invalidate stale results
## Stack
This is PR 2 of 2 and is based on #29690. Review the admission model and
source matcher in #29690 first; this PR contains only runtime
enforcement.
## Test plan
- `just test -p codex-core-plugins` (287 tests)
- `just test -p codex-cli
plugin_list_ignores_implicit_system_marketplace_roots_without_manifests`
- `cargo check -p codex-cli -p codex-app-server --tests`
## Why
Managed marketplace source requirements only become effective when every
local marketplace mutation path applies the same admission decision.
This change centralizes that decision so CLI, app-server, and
external-agent migration flows cannot add, install from, or refresh a
disallowed source.
## What changed
- Match exact normalized Git repository URLs with an optional exact
`ref`.
- Match Git hosts with managed regular expressions.
- Match local marketplaces by exact absolute path.
- Preserve the expected path/name boundary for managed OpenAI
marketplaces.
- Enforce source admission during marketplace add, plugin install, and
configured Git marketplace upgrade.
- Continue upgrading independent marketplaces when one source is
rejected and return a per-marketplace error.
- Load the effective requirements stack at CLI, app-server, and
external-agent migration entry points.
This PR does not filter already configured marketplaces at runtime; that
remains in draft follow-up #29691.
## Stack
This is PR 2 of 3 and is based on #29690, which introduces the
requirements data shape and merge behavior.
## Test plan
- Source matcher coverage for Git URL/ref, host-pattern, local-path, and
managed marketplace cases.
- Marketplace add and plugin install coverage for allowed and rejected
sources.
- Marketplace upgrade coverage for rejection and per-marketplace
continuation.
## Summary
- suppress configured `openai-curated` plugins when the remote plugin
feature is enabled and auth uses the Codex backend
- preserve `openai-api-curated` and non-Codex-backend behavior while
including remote catalog activation in the plugin load cache key
- add core plugin coverage and an app-server integration test for
runtime feature enablement
## Why
The Codex app enables remote plugins through process-local runtime
feature enablement, which can happen after app-server startup tasks have
already observed legacy local plugin state. The existing conflict logic
only preferred a remote plugin when the same plugin was already
installed remotely, so a configured legacy-only plugin could continue
exposing skills and other capabilities from `openai-curated`.
## Impact
When the remote catalog is active, legacy `openai-curated` plugins no
longer contribute skills, MCP servers, apps, or hooks. Remote installed
plugins continue to load normally, and `openai-api-curated` remains
unaffected. This does not change remote fetch, bundle sync, or uninstall
behavior.
## Validation

remote_plugin_feature_keeps_local_curated_without_codex_backend`
- `just test -p codex-app-server

## Why
Managed deployments need a mergeable way to declare which marketplace
sources Codex may use. An enterprise-keyed TOML table avoids array merge
ambiguity and lets every requirements layer use the existing config
precedence rules without a marketplace-specific merger.
## Requirements shape
```toml
[marketplaces]
restrict_to_allowed_sources = true
[marketplaces.allowed_sources.company_plugins]
source = "git"
url = "https://github.com/example/company-plugins.git"
ref = "main"
[marketplaces.allowed_sources.internal_git]
source = "host_pattern"
host_pattern = "^git\\.example\\.com$"
[marketplaces.allowed_sources.local_plugins]
source = "local"
path = "/opt/company/codex-plugins"
```
`restrict_to_allowed_sources` follows normal scalar precedence.
`allowed_sources` follows normal recursive TOML table merge behavior:
distinct keys accumulate and fields under the same key use normal layer
precedence. The final `source` value later selects which fields the
marketplace admission policy interprets.
The raw rule fields remain optional while requirements layers are
composed, so a higher-priority layer can override only `ref`, `url`, or
another individual field. Source-specific validation and normalization
intentionally belong to the marketplace admission layer, not
requirements merging.
This initial shape includes `git`, `host_pattern`, and `local` sources.
It does not add npm or path-pattern rules.
## What changed
- Add the marketplace requirements TOML shape to
`ConfigRequirementsToml`, `ConfigRequirementsWithSources`, and
`ConfigRequirements`.
- Carry marketplace requirements through the existing regular
requirements merge path.
- Keep allowed-source entries as raw partial tables for downstream
policy interpretation.
- Cover partial same-key overlays, source changes, unknown fields, and
unmodified local paths.
This PR defines and composes the requirements only. Source admission is
implemented by the next PR in the stack.
## Stack
This is PR 1 of 3. #29753 adds source admission on top of this PR; draft
#29691 will add runtime enforcement after it is rebased later.
## Test plan
- `just test -p codex-config marketplace_`
## Why
Plugin-install preflight and the actual OAuth login flow used different
discovery implementations. Preflight had a Codex-specific implementation
that only queried authorization-server metadata on the MCP host, while
login already used the upstream `rmcp` Rust MCP SDK. As a result,
servers that advertise a separate authorization server through RFC 9728
Protected Resource Metadata were classified as OAuth-unsupported during
plugin installation, so login was skipped.
## What changed
- delegate plugin-install OAuth discovery to
`rmcp::transport::AuthorizationManager`, the same implementation used by
the login flow
- let `rmcp` follow Protected Resource Metadata first and perform direct
RFC 8414 authorization-server discovery when protected-resource
discovery does not yield usable metadata
- retain Codex's existing HTTP headers, timeout, `no_proxy` behavior,
and scope normalization around that discovery
- add unit coverage and a pure-MCP plugin-install integration test that
proves the protected-resource path reaches OAuth client registration
This only changes shared MCP OAuth discovery. App declarations and
`appsNeedingAuth` behavior are unchanged.
## Verification
- `just test -p codex-rmcp-client auth_status`
- `just test -p codex-app-server plugin_install_starts_mcp_oauth`
- real plugin-install smoke test with an isolated `CODEX_HOME`: both
DigitalOcean MCP servers started OAuth callback listeners, while Linear
continued to start its existing direct-discovery OAuth flow
## Summary
- skip the legacy `openai-curated` startup repository sync when remote
plugins are enabled and the current auth uses the Codex backend
- keep the curated sync for API-key, Bedrock, and unauthenticated
sessions that fall back to the local marketplace
- preserve configured marketplace upgrades and all remote plugin startup
warmups
## Why
The remote catalog owns plugin discovery and materialization only when
it is usable for the current auth mode. Starting the legacy curated
repository sync in that case performs an unnecessary Git/HTTP/archive
download and cache refresh. API-key and Bedrock sessions still require
the local curated marketplace, so they must continue syncing it.
## User impact
Codex startup no longer downloads or refreshes the local
`openai-curated` snapshot when the remote catalog is active. Behavior is
unchanged for auth modes that use the local curated marketplace.
## Validation
- `just fmt`
- `git diff --check`
Rust tests were not run per the repository's local verification policy
for this narrow conditional change.
## Summary
- Preserve raw plugin skill-root snapshots in the matching loaded-plugin
cache entry, keyed by the effective plugin root identity including
namespace.
- Pass those snapshots through `SkillsLoadInput` as an optional preload,
so session startup reuses plugin parsing while ordinary skill loads pass
`None`.
- Keep plugin skill loading cohesive: the existing loaders accept the
optional snapshots directly, and uncached or marketplace-detail paths do
not create a cache.
## Why
Plugin discovery already parses plugin skills to determine available
capabilities. Cold session startup then scanned and parsed the same
roots again while building the skills snapshot.
This solves the same duplicate-work problem as #28623 while keeping
ownership narrow: `PluginsManager` creates and owns
`PluginSkillSnapshots` only for its loaded-plugin cache entry;
`SkillsService` consumes an optional clone. Entry replacement or
clearing naturally drops the snapshots, with no separate generation,
capacity policy, or watcher coupling.
## Validation

## Summary
- preserve the original HTTP status when a remote plugin bundle download
returns a non-success response
- retain at most 8 KiB of the error response body and annotate
truncation or body-read failures
- add regression coverage for an oversized error response
## Root cause
The non-success response path reused the normal size-limited body
reader. When an error response exceeded 8 KiB, that reader returned
`DownloadTooLarge` before the code constructed `DownloadStatus`, masking
the upstream HTTP status and response context.
## Impact
Remote plugin installation failures now retain the actionable upstream
HTTP status without allowing unbounded error bodies into logs.
## Validation
- `just test -p codex-app-server

- `just fmt`
- `git diff --check`
## Summary
- Treat the remote global plugin catalog as active only when
`remote_plugin` is enabled and the current auth uses the Codex backend.
- Skip the local OpenAI curated marketplace for remote-enabled ChatGPT
users while preserving configured marketplaces.
- Keep the local curated marketplace for API-key users, unauthenticated
fallback, and ChatGPT users with `remote_plugin` disabled.
- Apply the same effective-remote gate to the remote
installed-marketplace cache.
## Root cause
The tool-suggestion discovery path unconditionally included the local
OpenAI curated marketplace. For remote-enabled ChatGPT users, that made
remote discovery additive: Codex parsed every local curated
`plugin.json` before also loading the remote catalog.
## Validation
- `just fmt`
- `cargo build -p codex-cli --bin codex`
- Targeted auth/feature matrix tests pass, including API-key auth with
`remote_plugin` enabled.
- Manual CLI validation confirmed:
- ChatGPT + remote off includes local curated.
- ChatGPT + remote on excludes local curated.
- API-key auth keeps local curated when remote is enabled.
- `just test -p codex-core-plugins`: 235 passed; one unrelated existing
marketplace test failed because it loaded the developer's home
marketplace configuration.
## Summary
Plugin loading and auth projection both previously produced
`PluginLoadOutcome`. That made an unfiltered load result look like
runtime-ready capabilities and generated capability summaries before
auth routing had run.
This change keeps loaded plugin records in the cache, applies the
current auth policy in `PluginsManager`, and only then builds
`PluginLoadOutcome` and its summaries. Auth changes still reuse the
cached disk load and re-resolve apps and MCP servers without reloading
plugins.
The updated tests cover cached auth changes and verify that capability
summaries match the effective app/MCP surface.
## Testing
- `just test -p codex-core-plugins`
- `just test -p codex-plugin`
- `just fix -p codex-core-plugins`
## Summary
- Keep local plugin suggestions bounded to fallback and explicitly
configured plugins.
- Preserve app-overlap recommendations for remote plugins using cached
catalog metadata.
- Remove the WSL-specific local discovery exception and move
manager-owned discovery tests into `codex-core-plugins`.
## Why
Local curated marketplaces were allowlisted before plugin detail
loading, so every uninstalled candidate could be deep-read before its
app IDs were checked. That caused per-turn reads of candidate plugin
manifests, skills, app configs, hooks, and MCP configs, which is
especially expensive on slow disks.
Remote discovery does not need those local candidate reads because app
IDs are already available in the cached remote catalog. Installed local
plugins are still loaded when needed to determine the user's installed
app IDs.
## Validation
- `just fmt`
- `just test -p codex-core-plugins discoverable::tests` (13 passed)
- `just test -p codex-core plugins::discoverable::tests` (4 passed)
- `just bazel-lock-update`
- `just bazel-lock-check`
- `git diff --check`
## Summary
- Add auth mode state to `PluginsManager`.
- Sync the plugin manager auth mode when `ThreadManager` is created and
when account auth changes.
- Route plugin load outcomes through an auth-aware projection hook so
follow-up plugin filtering can stay inside `core-plugins`.
## Motivation
This prepares plugin capability loading to be configured by auth mode,
such as hiding or exposing app/MCP-backed plugin surfaces based on
whether the user is using ChatGPT auth or API-key auth, without leaking
those details outside the plugin manager.
## Tests
- `just fmt`
- `just test -p codex-core-plugins`
- `env -u CODEX_SANDBOX_NETWORK_DISABLED -u CODEX_SANDBOX just test -p

- `env -u CODEX_SANDBOX_NETWORK_DISABLED -u CODEX_SANDBOX just test -p

## Summary
- remove the redundant `needsAuth` field from `AppSummary` and generated
app-server schemas
- stop `plugin/read` from querying Apps MCP solely to hydrate unused
connector auth state
- preserve `plugin/install.appsNeedingAuth` membership and
`app/list.isAccessible` as the authentication signals
## Why
Codex App and TUI do not consume `plugin/read.plugin.apps[].needsAuth`.
Hydrating it could establish an Apps MCP connection and discover tools
on a cold `plugin/read` request, adding avoidable latency. The plugin
APIs are still marked under development, so removing this wire field is
preferable to retaining a misleading default.

## Summary
- skip the local `openai-curated` marketplace before marketplace loading
when tool-suggest discovery uses remote plugins
- preserve existing marketplace listing behavior for all other callers
and when remote plugins are disabled
- add regression coverage proving the curated marketplace is excluded
before its malformed manifest can be read
## Why
Tool-suggest discovery previously loaded every local `openai-curated`
plugin manifest and only discarded that marketplace afterward when
remote plugins were enabled. The remote catalog is used in that mode, so
the local scan consumed CPU without contributing discoverable plugins.
## Impact
Remote-plugin tool suggestion discovery no longer reads the local
curated marketplace and its plugin manifests. `openai-bundled`,
configured marketplaces, normal `plugin/list` behavior, and local
curated discovery when remote plugins are disabled are unchanged.
## Validation

## Summary
- request `includeAppsNeedingAuth=true` when installing remote plugins
- return backend-provided `app_ids_needing_auth` from the remote install

- use those app IDs to populate `appsNeedingAuth` without refetching
accessible apps, with fallback for older responses
## Testing

## Summary
This changes the default remote plugin marketplace listing to use the
cached global remote catalog when it is already present on disk. The
foreground `plugin/list` response can then return from the local catalog
cache instead of waiting on `/ps/plugins/list`.
When a cached global catalog was present at the start of the request,
`plugin/list` still schedules a background refresh through the existing
plugin-list background task path so the disk cache is updated for future
requests. Cache misses keep the existing synchronous remote fetch path
and write the cache, and they do not schedule an extra duplicate
background `/ps/plugins/list` refresh.
Installed/enabled state continues to come from the existing remote
installed overlay path. This change only affects the global remote
catalog directory data used by `plugin/list`.
## Testing
- `just fmt`
- `just test -p codex-app-server
plugin_list_uses_cached_global_remote_catalog_and_refreshes_it`
- `just test -p codex-core-plugins`
- `git diff --check`
Curated plugin startup refresh now removes cached plugins whose names no
longer appear in the raw openai-curated marketplace. This prevents users
with the old standalone Google Sheets plugin selected locally from
continuing to load its stale cache after the curated repo drops it.
Existing config is left untouched, and plugins still present in the
marketplace continue to refresh from local curated sources.
Validation:
- `just fmt`
- `just test -p codex-core-plugins`
- `git diff --check`
Skill reloads can get noisy when the watcher keeps triggering
`skills/list` and the same invalid `SKILL.md` error comes back each
time.
This keeps the first warning visible, then suppresses repeats while the
same `(path, message)` is still active. If the error clears and later
comes back, or if the message changes, it will show again.
Validation:
- `just fmt`
- `just test -p codex-tui skill_load_warning_state`
## Summary
- Remove the legacy startup remote plugin sync path that called
`/plugins/list` and reconciled curated plugin cache/config.
- Remove the `sync_plugins_from_remote` API, its result/error types,
startup marker task, and tests that expected the legacy request.
- Keep the current remote installed bundle sync and remote catalog flows
(`/ps/plugins/installed` and `/ps/plugins/list`) intact.
## Validation
- `just fmt`
- `git diff --check`
- `env HOME=/private/tmp/codex-xin-build-home
USERPROFILE=/private/tmp/codex-xin-build-home just test -p
codex-core-plugins`
- Searched for legacy `/plugins/list` sync references; remaining matches
are `/ps/plugins/list` catalog tests/code.
## Notes
- `just test -p codex-app-server plugin_list` is currently blocked
before running filtered tests by an unrelated compile error in
`app-server/tests/suite/v2/image_generation.rs`:
`app_test_support::McpProcess` is not exported.
## Context
The installed-app suggestion expansion added in #24996 reads plugin
details for trusted file-backed marketplace candidates because the list
response does not include app ids. On Windows-backed WSL mounts, the
local `openai-curated` checkout lives under `$CODEX_HOME/.tmp/plugins`,
and those per-plugin detail reads can be very slow.
Remote curated already has cached app ids, so it does not need the same
local filesystem traversal.
## Summary
- Keep only the WSL Windows-backed local `openai-curated` checkout on
the legacy fallback/configured discovery path.
- Preserve installed-app expansion for non-WSL file-backed marketplaces
and remote curated.
- Add focused tests for the WSL local curated path predicate.
## Test
- `just test -p codex-core-plugins discoverable`
- `just test -p codex-core plugins::discoverable::tests`
## Summary
- Validate skill base name length before plugin namespacing.
- Bound the composed `plugin:skill` qualified name to 128 characters.
- Keep plugin skill runtime names in the existing `plugin:skill` form.
- Add regression tests for the max qualified-name boundary and rejection
path.
## Root Cause
Plugin skills are represented as `plugin_name:skill_name`, but the
loader previously applied the 64-character skill name limit after adding
the plugin namespace. Moving that check to the base name fixes valid
plugin skills with longer namespaces, and the separate 128-character
qualified-name limit keeps model-visible skill names bounded.
## Validation
- `just fmt`
- `just test -p codex-core-skills plugin_skill_name_length_limit`
- `git diff --check`
## Summary
- Move plugin discoverable recommendation filtering from `codex-core`
into `codex-core-plugins` behind `ToolSuggestPluginDiscoveryInput`.
- Keep `codex-core` as a thin adapter from `Config` to the core-plugins
API and back to `DiscoverablePluginInfo`.
- Keep the existing discoverable allowlist private to the core-plugins
implementation.
## Validation
- `just fmt`
- `just test -p codex-core list_tool_suggest_discoverable_plugins`
- `git diff --check`
- Read-only subagent review: no findings
## Summary
- cache the global remote plugin catalog when remote plugin listing runs
and warm it during startup
- use the cached remote catalog in plugin install recommendations with
canonical `plugin@openai-curated-remote` ids
- reuse the session `PluginsManager` for plugin recommendations so
remote cache state is visible on the recommend path
- skip core installed-state verification for remote plugin install
suggestions while leaving local plugin and connector verification
unchanged
## Testing

## Summary
- add `--json` output to `codex plugin list` with `installed` and
`available` arrays
- add `--available` for JSON output only; using it without `--json` is
rejected
- keep the existing non-JSON table output unchanged
- add CLI coverage for JSON installed/available output and the
`--available`/`--json` requirement
## Validation

- `just fix -p codex-cli`
- `git diff --check`
Note: `just fmt` ran Rust formatting first, then failed in the Python
ruff step because `openai-codex-cli-bin==0.132.0` has no wheel for this
Linux platform.
## Summary
- Use normal directory loading for plugin install app metadata so
install avoids forced directory refresh while still loading metadata on
cold cache.
- Continue force-refreshing codex_apps tools for auth state.
- Add regression coverage that pre-warms the directory cache and asserts
install returns cached app metadata without extra directory requests.
## Validation

Adds failure-only logging for MCP streamable HTTP post_message calls and
the underlying reqwest send path, capturing the MCP method/request id,
endpoint shape, auth-header presence, timeout/connect classification,
and sanitized error source chain without logging headers, bodies,
tokens, or full URLs.
Move plugin tar.gz packing and unpacking into a shared core-plugins
archive helper so uploaded bundles are decoded through the same tar
handling used for installs. This removes duplicate archive logic,
supports GNU long-name entries on extraction, and keeps size, traversal,
link, and entry-type checks in one place.
- Adds an explicit vertical marketplace kind for plugin/list that
fail-open fetches collection=vertical only when full remote plugins are
disabled.
- Renames the global remote marketplace/cache identity to
openai-curated-remote and materializes remote installs with backend
release versions and app manifests.
Deletes the skill env var dependency prompt feature and its runtime
path. env_var entries in skill dependency metadata are now silently
ignored during skill loading.
Adds plugin/share/checkout to turn a shared remote plugin into a local
working copy under ~/plugins/<name>.
Registers the copy in the managed personal marketplace and records the
remote-to-local mapping for later share/save flows.

- Adds default-on plugin_sharing gate for shared-with-me listing and
plugin/share/save, with disabled-path errors
and focused coverage.
Makes plugin summaries use config-style plugin@marketplace IDs while
exposing backend remote IDs separately as remotePluginId.
Also fix the consistency issue of REMOTE_SHARED_WITH_ME_MARKETPLACE_NAME
Expose discoverability and full share principals in share context, carry
roles through save/updateTargets, hydrate local shared plugin reads, and
keep share URLs only under plugin.shareContext.
Requires discoverability on plugin/share/updateTargets so the server can
manage workspace link access consistently, including auto-adding the
workspace principal for UNLISTED.
Also rejects LISTED on share creation and blocks client-supplied
workspace principals while preserving response parsing for LISTED.
Adds marketplaceKinds to plugin/list for local, workspace-directory, and
shared-with-me; omitted params keep default local plus gated global
behavior, while explicit kinds are exact.
Exposes shareContext on plugin summaries from local share mappings and
remote workspace/shared responses, including remotePluginId and nullable
creator metadata.
Adds shared-with-me listing through /ps/plugins/workspace/shared,
renames the workspace remote namespace to workspace-directory, and keeps
direct remote read/share/install/update/delete paths gated by plugins
rather than remote_plugin.
Extends `plugin/share/save` to accept optional discoverability and
shareTargets while uploading plugin contents, and adds
`plugin/share/updateTargets` for share-only target updates without
re-uploading.
When a local plugin is shared, Codex now records the local plugin path
by remote plugin id under CODEX_HOME/.tmp.
plugin/share/list includes the remote share URL and the matching local
plugin path when available, and plugin/share/delete
clears the local mapping after deleting the remote share.
Also add sharedURL to plugin/share/list.
1. Adds v2 plugin/share/save, plugin/share/list, and plugin/share/delete
RPCs.
2. Implements save by archiving a local plugin root, enforcing a size
limit, uploading through the workspace upload flow, and supporting
updates via remotePluginId.
3. Lists created workspace plugins
4. Deletes a previously uploaded/shared plugin.
- Fetches and caches remote /installed plugin state
- Lets skills/list load skills from remote-installed cached plugins
without requiring a local marketplace entry
- Routes plugin list/startup/install/uninstall changes through async
plugin cache invalidation and MCP refresh
Preserve skill name/path entries whenever possible and trim descriptions
first, using round-robin character allocation so short descriptions do
not waste budget.
Add a temporary internal remote_plugin feature flag that merges remote
marketplaces into plugin/list and routes plugin/read through the remote
APIs when needed, while keeping pure local marketplaces working as
before.

Cap the model-visible skills section to a small share of the context
window, with a fallback character budget, and keep only as many implicit
skills as fit within that budget.
Emit a non-fatal warning when enabled skills are omitted, and add a new
app-server warning notification
Record thread-start skill metrics for total enabled skills, kept skills,
and whether truncation happened

## Summary
Update the plugin API for the new remote plugin model.
The mental model is no longer “keep local plugin state in sync with
remote.” Instead, local and remote plugins are becoming separate
sources. Remote catalog entries can be shown directly from the remote
API before installation; after installation they are still downloaded
into the local cache for execution, but remote installed state will come
from the API and be held in memory rather than being read from config.
• ## API changes
- Remove `forceRemoteSync` from `plugin/list`, `plugin/install`, and
`plugin/uninstall`.
- Remove `remoteSyncError` from `plugin/list`.
- Add remote-capable metadata to `plugin/list` / `plugin/read`:
- nullable `marketplaces[].path`
- `source: { type: "remote", downloadUrl }`
- URL asset fields alongside local path fields:
`composerIconUrl`, `logoUrl`, `screenshotUrls`
- Make `plugin/read` and `plugin/install` source-compatible:
- `marketplacePath?: AbsolutePathBuf | null`
- `remoteMarketplaceName?: string | null`
- exactly one source is required at runtime
Load plugin manifests through a shared discoverable-path helper so
manifest reads, installs, and skill names all see the same alternate
manifest location.
Split plugin loading, marketplace, and related infrastructure out of
core into codex-core-plugins, while keeping the core-facing
configuration and orchestration flow in codex-core.

- Discover marketplace manifests from different supported layout paths
instead of only .agents/plugins/marketplace.json.
- Accept local plugin sources written either as { source: "local", path:
... } or as a direct string path.
- Skip unsupported or invalid plugin source entries without failing the
entire marketplace, and keep valid local plugins loadable.
1. Keep curated plugin staging directories under TempDir ownership until
activation succeeds, so failed git/HTTP sync attempts do not leak
plugins-clone-*.
2. Best-effort clean up stale plugins-clone-* directories before
creating a new staged repo, using a conservative age threshold.
3. Emit OTEL counters for curated plugin startup sync transport attempts
and final outcome across git and HTTP paths.
1. Added SessionSource::Custom(String) and --session-source.
2. Enforced plugin and skill products by session_source.
3. Applied the same filtering to curated background refresh.
Resubmit https://github.com/openai/codex/pull/15020 with correct
content.
1. Use requirement-resolved config.features as the plugin gate.
2. Guard plugin/list, plugin/read, and related flows behind that gate.
3. Skip bad marketplace.json files instead of failing the whole list.
4. Simplify plugin state and caching.

4. Simplify plugin state and caching.
- Add shared Product support to marketplace plugin policy and skill
policy (no enforced yet).
- Move marketplace installation/authentication under policy and model it
as MarketplacePluginPolicy.
- Rename plugin/marketplace local manifest types to separate raw serde
shapes from resolved in-memory models.
- Added forceRemoteSync to plugin/install and plugin/uninstall.
- With forceRemoteSync=true, we update the remote plugin status first,
then apply the local change only if the backend call succeeds.
- Kept plugin/list(forceRemoteSync=true) as the main recon path, and for
now it treats remote enabled=false as uninstall. We
will eventually migrate to plugin/installed for more precise state
handling.
### Motivation
- Prevent newly-created skills from being placed in unexpected locations
by prompting for an install path and defaulting to a discoverable
location so skills are usable immediately.
- Make the `skill-creator` instructions explicit about the recommended
default (`~/.codex/skills` / `$CODEX_HOME/skills`) so the agent and
users follow a consistent, discoverable convention.
### Description
- Updated `codex-rs/skills/src/assets/samples/skill-creator/SKILL.md` to
add a user prompt: "Where should I create this skill? If you do not have
a preference, I will place it in ~/.codex/skills so Codex can discover
it automatically.".
- Added guidance before running `init_skill.py` that if the user does
not specify a location, the agent should default to `~/.codex/skills`
(equivalently `$CODEX_HOME/skills`) for auto-discovery.
- Updated the `init_skill.py` examples in the same `SKILL.md` to use
`~/.codex/skills` as the recommended default while keeping one custom
path example.
### Testing
- Ran `cargo test -p codex-skills` and the crate's unit test suite
passed (`1 passed; 0 failed`).
- Verified relevant discovery behavior in code by checking
`codex-rs/utils/home-dir/src/lib.rs` (`find_codex_home` defaults to
`~/.codex`) and `codex-rs/core/src/skills/loader.rs` (user skill roots
include `$CODEX_HOME/skills`).

[Codex
Task](https://chatgpt.com/codex/tasks/task_i_69b75a50bb008322a278e55eb0ddccd6)
- Curated repo sync now uses GitHub HTTP, not local git.
- Curated plugin cache/versioning now uses commit SHA instead of local.
- Startup sync now always repairs or refreshes curated plugin cache from
tmp (auto update to the lastest)
Handle cloud requirements 401s with the same auth recovery flow as
normal requests, so permanent refresh failures surface the existing
user-facing auth message instead of a generic workspace-config load
error.
1. Add a synced curated plugin marketplace and include it in marketplace
discovery.
2. Expose optional plugin.json interface metadata in plugin/list
3. Tighten plugin and marketplace path handling using validated absolute
paths.
4. Let manifests override skill, MCP, and app config paths.
5. Restrict plugin enablement/config loading to the user config layer so
plugin enablement is at global level
