## What changed
Make `ModelRequestContributor::budget_exhausted` return an `ExtensionFuture` and await budget checks before HTTP and WebSocket generation. WebSocket warmup continues to skip budget checks.
If the account changes during the post-connect budget check, rebuild the request setup and reconnect before sending the WebSocket request.
## Testing
Update tests to cover a pending budget check that resolves to exhaustion, warmup connection reuse, and an account switch while the post-connect budget check is awaiting completion.
GitOrigin-RevId: 462c74b86a46a4b2276f901c69187fc7cbc3ff81
## Why
Guardian Decisions requests used bearer keys directly, bypassing runtime authentication. Memory startup quota checks used the app-level auth manager instead of the thread's provider auth context.
## What changed
- Bind Decisions credentials to runtime authentication and use route-aware HTTP clients with sensitive header protection. Preserve workload identity credentials, reuse the saved-login runtime binding, and isolate explicit API key bindings.
- Select the staging Decisions endpoint when the ChatGPT environment is staging.
- Use the thread's `ProviderAuthContext` for memory startup and quota checks, preserving account-bound network policy and applying runtime authentication.
- Keep custom destinations independent of runtime assertions.
## Testing
Add regression tests for dual-header and assertion-only authentication, fresh Decisions assertions, saved versus explicit credential isolation, workload identity, staging routing, redirect header protection, and memory quota authentication with custom destinations.
GitOrigin-RevId: 27bc7821a1cad1f5d1d2a71680527ea91ace95db
## Why
An open WebSocket can remain usable after its runtime is paused. Runtime-authenticated requests need a fresh handshake to revalidate access before submitting more work.
## What changed
- Reconnect before each runtime-authenticated Responses request and skip speculative preconnection. Preserve turn routing when the runtime identity is unchanged.
- Open a fresh connection for each runtime-authenticated Guardian classification instead of prewarming or reusing pooled sockets.
- Preserve HTTP fallback for unsupported upgrades and connection failures, while propagating authentication, authorization, rate-limit, and policy errors.
## Testing
Add regression coverage for pause and unpause behavior, credential changes, fresh assertions, and Guardian HTTP and WebSocket transports in both runtime authentication modes.
GitOrigin-RevId: 9f650147260da5cbbf5bb23dfff0af095fff3955
## Why
Git-attribution settings requests need to honor runtime authentication for their destination. Repeated authorization failures after a credential refresh must also let world-state contribution finish.
## What changed
- Use the thread's `ProviderAuthContext` credentials and runtime authentication when available.
- Bind the settings client's network policy to the authenticated account and select authentication through the runtime-aware backend client.
- Stop policy resolution after an unsuccessful settings lookup or timeout instead of restarting it when credentials changed during recovery.
## Testing
Add app-server coverage for `dual_header` and `assertion_only` authentication with default and custom destinations, including attribution instructions in model input. Add a regression test verifying that repeated `401` responses trigger only one credential refresh and omit attribution instructions.
GitOrigin-RevId: 4824bde7d9ec11c241f1caebc754d203dbb0480c
## What changed
Allow `requirements.toml` to pin `features.runtime_agent_instances.mode` to `dual_header` or `assertion_only`. Apply the required mode when no explicit mode is configured and reject conflicting explicit settings, while preserving legacy boolean requirements.
Document experimental runtime authentication configuration, credential lifecycle, and bootstrap authentication behavior.
## Testing
Add coverage for managed mode defaults and conflicts, runtime reuse and rotation across account requests and restarts, fresh assertions on Realtime and MCP reconnects, and Realtime destination and environment restrictions.
GitOrigin-RevId: bcf9502178f477c1e8232386f1f3e360bf23d667
## Why
Guardian's retrieval, channel selection, and evidence delivery depend on concrete local message-board types. Expose the required operations through shared interfaces so these consumers can use trait-based board handles.
## What changed
- Introduce `BoardReadView` for captured catalogs and post boundaries, with read operations and JSON search configuration but no mutation methods.
- Extend `AgentMessageBoard` with namespace identification, read-view capture, and channel subscription operations, and implement them for the local board.
- Add `message_board_read_tools` to bind the five read-only tools to a captured view.
- Migrate Guardian consumers to `AgentMessageBoard` and `BoardReadView`, retaining Guardian namespace checks and captured read boundaries.
## Testing
Adapt read-view and Guardian retrieval tests to the trait interfaces. Add assertions for the five retrieval tools and rejection of ordinary boards by retrieval binding, subscription capture, and delivery planning.
GitOrigin-RevId: f8c5bc65d8297f6df6e3b02d6c09006bcaea4b1a
## What changed
Add `DeliveryPlan::deliver` to supply selected originals as `guardian_original_evidence` context in source order. Read whole posts one board page at a time and batch them within the model's tool-output budget, rejecting originals that cannot fit intact.
Record delivered ordinals only after the admission callback succeeds, and advance channel positions when the plan completes. Preserve successful admissions across partial plans so retries and overlapping channel selections do not duplicate evidence.
Add `LocalBoardReadView::read_post_texts` to retrieve posts in the requested order while enforcing the captured board boundary.
## Testing
Add retrieval tests covering ordered delivery into a retained conversation without starting inference, deduplication, failed admission, oversized-original retries, older evidence from newly selected channels, captured-view boundaries, and paged reads.
GitOrigin-RevId: b2f03e039c6677e0b94dceaa7ed75a966edf81eb
## What changed
Add `DeliveryState` to plan unique evidence originals from selected Guardian board channels in source order. Read request IDs in pages by insertion sequence within a captured board view, and reject evidence beyond the review's source-history cutoff.
Share evidence request-ID encoding between the housekeeper and delivery planner, and expose the source cutoff on `EvidenceSnapshot`.
## Testing
Add retrieval tests covering deduplication across channels, source ordering across storage pages, exclusion of unselected channels and posts appended after capture, and rejection of evidence beyond the source cutoff.
GitOrigin-RevId: fc181a52b46137538bb94a5bba1c1d6bf1bccf32
## What changed
Add `ReviewerSubscriptions::prepare` to select evidence channels using the review task, current subscriptions, and captured catalog. Validate unique channel names before atomically replacing the caller's subscriptions within that catalog, preserving subscriptions to channels outside it.
Share typed sampling between selection and housekeeper routing, enforce input byte budgets, and expose `OperationResult` so callers can honor runtime reuse or rollback requirements. Selection observes cancellation and deadlines before saving membership.
## Testing
Add integration coverage for subscription replacement, caller isolation, preservation of later channels, cancellation before sampling, and rejection of selections outside the captured catalog with a rollback disposition.
GitOrigin-RevId: fcab0de88ac862e21cdf3c780c780385e2543604
## What changed
Add `ReviewerSubscriptions` to capture a Guardian catalog and expose self-only `subscribe` and `unsubscribe` tools. Restrict requests to channels in that catalog and return captured post IDs so later evidence stays outside the review boundary. Read current membership from storage and filter it through the captured catalog.
Share message-board tool size limits and query the latest channel post directly when updating subscriptions.
## Testing
Add coverage for caller-only subscription changes, rejection of later channels and explicit agent targets, captured post IDs, and unchanged subscriptions for other agents. Extend message-board tests to check unsubscribe post IDs and reject missing channels.
GitOrigin-RevId: 48bf4270d6079f7e436096175c67bb211ccbc248
## What changed
- Expose `guardian_board` tools to list channels and threads, search posts, and read evidence through a captured read-only view. Require a Guardian storage namespace and keep reads within the review's fixed cutoff, including searches across unsubscribed channels.
- Support literal, case-insensitive searches over decoded JSON fields and nested function-call arguments so quotes, Windows paths, and Unicode escapes do not hide matching evidence.
- Strip response-envelope harness metadata from captured evidence except for `user_input_order`, preserving message payloads and source ordering.
## Testing
Add retrieval coverage for unsubscribed channels, fixed cutoffs, and escaped JSON searches. Update evidence tests to verify serialized payloads retain source order while excluding other harness metadata.
GitOrigin-RevId: 3128e4a2d59d1f71f2cce0bc6b1fbdf7e2aba287
## What changed
Allow `skills.read` and `skills.installations` to resolve visible skills by their full display name or the truncated name returned by `skills.list`. Preserve package locator and alias precedence, merged installation locations, and source filtering.
Reject ambiguous names with guidance to use `skills.list` and pass the intended package locator. Hidden and disabled skills remain unavailable through name lookup.
## Testing
Add regression coverage for name resolution, package and alias precedence, truncated UTF-8 names, merged locations, source filters, and ambiguous names.
GitOrigin-RevId: 5a2526d94f259cadb184563807127cb49955106d
## Why
Guardian Decisions retained a copied login key after the saved login changed or was removed. Queued comparisons need to respect credential changes, while runtime-bound threads must remain tied to their startup credential source.
## What changed
- Select login credentials from the thread's `ProviderAuthContext`, falling back to the supplied auth manager when no context exists.
- Resolve saved login keys before sending requests and reject queued comparisons if their credential source has changed. Pin runtime-bound credentials to the source selected at startup.
- Revalidate implicit keys before sending, rejecting missing, padded, or FedRAMP keys. Preserve explicit key overrides and the environment-key fallback.
## Testing
Extend credential lookup and queued-request tests to cover reloaded logins, runtime source pinning, rejection of stale queued comparisons, replacement-key authorization, invalid keys, and logout.
GitOrigin-RevId: 1d975613040e08c3825ba6355a166cf0fa812cad
## Why
Async classification could use policy from the manager's startup catalog even when the reviewed thread had a different reviewer policy.
## What changed
Share reviewer resolution between synchronous review and async classification, using the thread's catalog and reviewer eligibility rules. Select reviewer metadata from the same catalog snapshot, filter out models unsupported by API authentication, and preserve captured parent metadata when no eligible default reviewer exists.
## Testing
Update the async classification regression test with distinct thread and manager catalog policies, asserting that the thread reviewer's policy appears in classifier instructions.
GitOrigin-RevId: 0b28644d30bda42d2cf1bd8a31de2e8f8d38e1a6
## Why
Decisions uses a commercial endpoint, so implicitly inherited credentials must exclude FedRAMP API keys.
## What changed
Reject empty, whitespace-padded, and FedRAMP keys selected from cached authentication or `OPENAI_API_KEY`, returning a credentials error without rewriting the key. Explicit `CODEX_GUARDIAN_DECISIONS_API_KEY` overrides retain their existing behavior.
## Testing
Extend the cached-key precedence test to verify that FedRAMP project and service-account keys, including a whitespace-padded key, are rejected even when `OPENAI_API_KEY` provides a fallback.
GitOrigin-RevId: 8904b0e5b30662aaf7eb7535309b01c254bcbb82
## What changed
Read `final_answer_moderation` metadata and attach `moderation: { moderated: boolean }` to the completed final-answer message only when its item ID matches. Apply this in both normal and plan modes, and reset the pending decision when a new response starts.
Preserve the answer's native item ID and moderation flag through legacy events and history reconstruction. Combine text parts into one legacy event when a moderation decision is present.
Expose nullable moderation data on app-server agent messages and update the JSON schemas, TypeScript types, and Python models.
## Testing
Add an integration test for moderation on completed answers and their legacy events. Extend protocol conversion tests to cover populated moderation data and serialization as `null` when absent.
GitOrigin-RevId: f286b67731a84b3daf5d10b7644f2e31b62f0e53
## Why
Queued inputs previously stored and dispatched without the submitting client's Responses API metadata, losing attribution such as `client_type` when the queued turn started.
## What changed
- Accept `responsesapiClientMetadata` when adding or updating queued submissions and expose it on returned queue items.
- Persist metadata with the input and forward it when starting a selected item or dispatching an idle queue, including after restoration.
- Preserve existing metadata when an update omits it or supplies an empty map; replace it when a non-empty map is supplied.
- Keep stored inputs readable by older queue workers and update generated protocol artifacts.
## Testing
Extend queue service and app-server tests to cover metadata round trips, preservation and replacement on edits, compatibility with older readers, and forwarding during selected, idle, and restored dispatch.
GitOrigin-RevId: 508043b1d3d0298c9af2be8e05b6999de46596a1
## Why
Runtime authentication must use the credential selected by the model provider. Explicit API keys and command credentials need independent ownership so cached connections and in-flight work cannot cross credential sources.
## What changed
- Register and reuse runtimes per credential source, supporting explicit provider keys and command credentials without falling back to saved login credentials.
- Track `AuthOwner` by credential manager and owner generation across WebSocket state, compaction, and scoring.
- Preserve cached identity and runtime registration state during credential-source outages or failed storage reloads. Require a successful auth reload before logout revokes credentials.
- Reject requests whose production or staging environment differs from runtime registration, including model catalog requests.
## Testing
Add regression coverage for credential selection and runtime reuse, owner isolation, source outages, failed reloads and logout recovery, and environment mismatches.
GitOrigin-RevId: 7bab55e0ea502593393df10046309fd8502edbd0
## What changed
Add a default `ModelRequestContributor::budget_exhausted` hook and fail generation with `SessionBudgetExceeded` when any contributor reports an exhausted budget for the thread.
Check budgets before HTTP requests and before WebSocket connection setup, then check again after the connection is established. WebSocket warmup remains available when the budget is exhausted.
## Testing
Add coverage for budget changes during a tool call, verifying that exhaustion prevents the next model request while an available budget allows completion. Extend WebSocket coverage to verify that exhausted generation opens no connection and warmup still permits connection reuse once the budget becomes available.
GitOrigin-RevId: 97ce02dc7f9bd54830e4b73c4f0334a30367eebf
## Why
A message's model-visible item ID may be unknown until the recipient records it. Message lifecycle observers need to capture publication state before that point.
## What changed
Remove `message_id` from `MessageLifecycleInput` and give each publication's `ExtensionData` a fresh UUID key. Stop assigning an item ID when publishing messages for lifecycle observers.
## Testing
Update the agent mailbox test to store a contributor-specific token in `ExtensionData` at publication and retrieve it at consumption, verifying that publication state survives queued delivery and recipient eviction.
GitOrigin-RevId: e254f94994d0976e61cb46ee23297f3248b9a389
## What changed
Remove `FileSystemSandboxContext::from_legacy_sandbox_policy` and migrate its test callers to `from_permission_profile`. Construct read-only, disabled, and externally enforced sandbox contexts directly with `PermissionProfile`.
GitOrigin-RevId: e330b89d060061eda106232eab554be5ccd06149
## What changed
- Expose `RequiredCyberAccessPrograms` so hosts can require an explicit allowed program on a thread. Snapshot the requirement before extension callbacks; hosts must reapply it on cold resume.
- Validate resolved `access_programs` before HTTP and WebSocket model requests, rejecting omitted or disallowed programs. Explicit `Standard` remains distinct from omission. Reject memory summarization and realtime requests when a requirement is present.
- Keep required programs scoped to the parent thread by preventing Guardian reviewers from inheriting its program, including Guardian v2 reviews.
## Testing
Add HTTP and WebSocket coverage for allowed programs, omission, disallowed programs, unsupported providers, and connection reuse. Extend Guardian tests to verify parent-only program scope and that removing the public attachment does not erase the startup snapshot.
GitOrigin-RevId: 9306a9af0e03e7a1728dfeb610cd7ec7517367fd
## What changed
- Select fresh authentication for each HTTP operation on eligible OpenAI MCP connections while preserving the connection's credential source and account network policy. Stop redirects when requests carry runtime assertions.
- Pass the owning thread's authentication and runtime context through app discovery, connector metadata, and trusted-access requests. Include the runtime authentication mode in MCP connection and tool-cache identities.
- Give resumed actors analytics clients bound to their own authentication context, and serialize stored-credential reloads with token refresh while preserving host-provided credentials.
## Testing
Add coverage for fresh request assertions, revoked account policies, redirect handling, resumed-actor isolation, and MCP uploads in dual-header and assertion-only modes.
GitOrigin-RevId: f06900a6db61cd6cf53c3aa8075afeec4d5706d9
## What changed
Require the `openai` provider ID as well as `GuardianNativeMultiAgentHistory` to enable native agent history and review of multi-agent calls. Apply the same check to Guardian prompt construction, collaboration tool registration, and Guardian v2 configuration.
## Testing
Add coverage for fresh and resumed sessions with the feature enabled and disabled on OpenAI, and enabled on Bedrock and LiteLLM. Verify that only OpenAI sessions with the feature enabled request native review and include the agent call as evidence.
GitOrigin-RevId: bfbe547b0544e66763dca7d1e1376f805994bcb2
## What changed
Add a `Housekeeper` that uses an isolated reviewer runtime to route captured original evidence into topic channels and update their discovery descriptions. Keep originals intact and batch inputs within the selected model's tool-output budget.
Validate routing responses before writing to the message board. Advance the evidence cursor only after all writes succeed, stop the worker after an error, and return the runtime disposition so callers can manage session reuse.
## Testing
Add integration coverage for routing originals to multiple channels, updating descriptions, preserving capture boundaries, batching within the input budget, and leaving the cursor unchanged on write failure.
GitOrigin-RevId: 670508c7ecf2ddffdd2946f1b25dd7e071318c5a
## Why
Evidence capture previously reloaded the full history without tracking consumer progress. Live consumers need to read new originals from activation onward and acknowledge them after downstream writes succeed.
## What changed
- Add an in-memory `EvidenceCursor` that starts at the current complete tail without backfilling, captures a fixed unread range, and supports partial acknowledgements. Reads leave progress unchanged.
- Add `ThreadStore::read_original_history` to read original records and their source positions through a fixed cutoff. Local storage supports append-only paginated root histories, including compressed rollouts, and defers unfinished records.
- Reject unsupported histories and invalid ranges, and retain source ordinals as evidence IDs.
## Testing
Add coverage for partial records, compressed suffixes, fixed cutoffs, mismatched thread positions, and truncation. Extend evidence tests to cover activation without backfill, partial acknowledgements, later appends, stale captures, and unchanged cursor progress after capture errors.
GitOrigin-RevId: c7a13749fedc4f44fadddc9dd9875043bccebd95
## What changed
Add `EvidenceSnapshot::capture` to read original evidence from `ThreadStore` into an immutable snapshot with root-history ordinals. Preserve accepted user messages, assistant messages, tool activity, verified answers, delivered assistant messages, and host-annotated approvals without changing their contents or provenance.
Exclude generated context and compaction output. Reject forked or reverted histories, inherited or ambiguously attributed user messages, and incomplete retained evidence. Capture currently supports append-only root histories and requires the host to flush pending originals first.
## Testing
Add an integration test covering content preservation, generated-context filtering, approval provenance, isolation from later appends, and rejection of ambiguous user messages.
GitOrigin-RevId: f464a2714c2678bcffe7abf0a8224196bfe48692
## What changed
When `features.guardian_denial_reconsideration` is enabled, retry the first terminal denial once using the unchanged inference request. Buffer provisional output so only the selected response enters reviewer history, while allowing tool calls to proceed normally.
Preserve the original denial if the retry fails or times out, and continue to honor cancellation. Account for token usage from both attempts, including failed reviews.
Remove `auto_review.experimental_denial_reconsideration_prompt` and warn when it remains in configuration.
## Testing
Update the Guardian scenario and snapshot to verify identical retry inputs, retained tool evidence, and reuse of the selected assessment in a subsequent review, with asynchronous compaction enabled.
GitOrigin-RevId: cc4e303d40a02acc824c8b4b954852325e64ad52
## Why
Guardian scoring and cached approvals need to use the requesting turn's captured policy even when the live thread configuration changes. Newly tightened mandatory review requirements must still prevent cached approvals.
## What changed
- Pass captured turn configuration through tool lifecycle and approval review inputs, and use it to resolve Guardian policy and classifier instructions.
- Apply current reviewer and model requirements before scoring and cached approval, including rechecking restrictions after collecting score authorization.
- Count computer-use JavaScript execution attempts even when background scoring is disabled, so a synchronous call consumes the initial-call allowance.
- Retain runtime configuration snapshots when applying agent role overrides, and share Guardian policy text resolution between configuration loading and runtime publication.
## Testing
Add and extend regression coverage for captured policy instructions, reviewer restrictions, stale cached evidence, and a synchronous computer-use call followed by an adaptive turn.
GitOrigin-RevId: 24ed4a1b6ce1733ad775790f30e440da614f9cd6
## Why
An MCP server can belong to a different environment from the turn's primary environment. An early Guardian score based on the issuing context must not bypass review when the server owner's permissions differ.
## What changed
- Capture the owning environment's permissions when preparing an MCP call and retain them for server-initiated approvals tied to that still-running call.
- Use the captured permissions consistently in Guardian review prompts and permission context.
- Require a fresh synchronous review when the captured owner permissions do not match the early score's authorization.
## Testing
Extend regression coverage for MCP score reuse across environments and for follow-up approvals from a local MCP server during a remote-primary turn. Assert that reviews use the owner's denied paths and require a fresh review when permissions differ.
GitOrigin-RevId: eb5eeb1259732c57f39765c38e34148fa0787dae
## What changed
- Expose `PromptCacheTtl` through `TurnStartOptions` and `RecoverTurnRequest`, supporting `30m` and `12h` minimum cache lifetimes.
- Carry the selected TTL through turn execution and compaction into `prompt_cache_options.ttl` on Responses HTTP and WebSocket requests. Omit the field when unset and keep the selection scoped to the turn.
- Include prompt cache options in WebSocket request reuse checks.
## Testing
Add coverage for both TTL values and omission on a subsequent turn without an override, and extend WebSocket serialization coverage to include prompt cache options.
GitOrigin-RevId: 8529306e6ad6030fe77c5e6bf19f3810717c0c5e
## What changed
Add `user_input_extension_data` to `TurnInputRequest` and carry it with each queued user input through completion, including inputs that steer an active turn. Expose the data to lifecycle contributors through `on_item_completed_with_metadata`, whose default implementation forwards to `on_item_completed` for compatibility. Keep this data out of model input and preserve the existing serialized input shape when no extension data is present.
## Testing
Add serialization round-trip coverage and extend the concurrent submission test to verify that inputs sharing a client ID retain their own metadata, report completion in the accepting turn, and omit extension data from model requests.
GitOrigin-RevId: f880cf812994a030cb1be9418280ba69e2885808
## Why
Tests need to distinguish slow subprocess startup from operation timeouts and wait for asynchronous work before asserting results or cleaning up fixtures.
## What changed
- Synchronize subprocess readiness, queued-turn completion, and matching UI events; allow more time for cold startup and separate startup from shutdown deadlines.
- Adapt Windows fixtures and permission expectations, provide the voice-host test runtime DLL path, and normalize platform paths and animated status snapshots.
- Use current configuration permissions when changing directories in embedded TUI sessions, while retaining saved permissions for remote sessions.
- Allow the release prompt-prefix comparison to accept the exact image-tool description update that removes image detail options, and refresh the corresponding tool snapshot.
## Testing
Extend inherited-session metadata coverage to both legacy and paginated thread history, including persisted history mode and revision-aware resume.
GitOrigin-RevId: 0afb38403fc0adb0d83175344749584f0cdf9979
## What changed
Introduce `ItemIdGenerator` and pass the runtime-owned generator through sessions, model clients, history, hooks, tool outputs, and memory requests. Keep UUIDv7 generation as the default and replace direct calls to `ResponseItemId::new` with the shared callable.
Preserve existing item IDs and backfill missing or empty IDs through the same generator, including forked history before reconstruction and persistence.
## Testing
Extend coverage for UUIDv7 IDs on user messages, agent messages, and additional tools, and assert that forked model context matches the backfilled items persisted to history.
GitOrigin-RevId: 0dd9ccf0f46f0f1005a6acfc740133b03ce82259
## What changed
- Record `codex.skills.read.result` and `codex.skills.installations.result` counters with bounded outcome labels for successes and failures.
- Tag both counters with `discovery_version` and installation listings with `source_filter`.
- Make session telemetry available through the step store so skill tools emit metrics with the current step's model metadata.
## Testing
Add coverage for read metrics in both discovery versions, installation listing outcomes and source filters, and extension metrics retaining the current model metadata after a model switch.
GitOrigin-RevId: 0b5418e2b94a89149a20877f32ca2b2e196884e7
## Why
Direct executor skill discovery used unrestricted filesystem access, bypassing the turn's permission context. Cached catalogs also needed to account for changes in filesystem access within a turn.
## What changed
- Bind selected capability roots to callback-scoped filesystem access through `AccessedSelectedCapabilityRoot`.
- Pass accessors built with the turn's granted permissions into skill preparation and discovery, removing the executor skill provider's environment lookup and unrestricted accessor.
- Include filesystem access keys in the direct discovery cache so permission changes trigger rediscovery.
## Testing
Extend tests to verify that restricted discovery returns no skills when sandbox access is unavailable, restoring access restores discovery, and changing or restoring access invalidates the catalog cache.
GitOrigin-RevId: 0f7aa7646f65923f65f0cfc0b387d94bd7f2db05
## What changed
Mark `unified_image_budget` stable and enable it by default. Supported models now use unified image preparation with `original` detail, and `view_image` omits the `detail` parameter from its advertised schema.
## Testing
Update image input, MCP output, history replay, and tool schema expectations for the new default. Keep explicit coverage of the disabled feature and models that do not support original image detail.
GitOrigin-RevId: 2d6fc8019149fcf18b5813db2d2082ba95de2241
## Why
Repository skill discovery must reflect current filesystem access, including newly approved grants and narrower permissions. Previously listed skills can remain in conversation history after a turn-scoped grant expires, so catalog updates need to tell the model when availability changes.
## What changed
- Discover repository skills through the selected executor's permission-aware filesystem accessor and refresh snapshots when the working directory or access changes. Use the current step's snapshot for skill selection and invocation.
- Preserve repository boundaries even when project markers are hidden by read restrictions, and report unsupported sandbox backends as skill-loading errors.
- Track grant-dependent catalog entries and emit availability notices when skills disappear or return, even when the metadata budget is exhausted.
- Resolve implicit skill paths through their owning filesystem and exclude remote repository skills from local implicit command attribution.
## Testing
Add coverage for turn and session grants, grant expiry and restoration, hidden and newly created repository markers, cached read denials on Windows, unsupported remote sandboxes, and executor-backed implicit skill paths.
GitOrigin-RevId: ac1af483e73e3130524aeeabe218630435054028
## Why
Skill discovery and metadata loading used raw filesystem handles with unrestricted reads, and cache keys distinguished filesystems without accounting for captured permissions.
## What changed
- Pass borrowed `EnvironmentAccess` accessors through skill root resolution, discovery, canonicalization, and metadata reads.
- Include captured permissions in skill snapshot and empty remote root cache keys.
- Add fixed-path watches to `EnvironmentAccess`, falling back to live discovery when read restrictions prevent using unsandboxed executor watches.
- Keep user and plugin roots under host filesystem authority independently of the selected repository executor.
## Testing
Extend remote root cache coverage to verify that changing captured permissions triggers a fresh scan and that restricted accessors decline unsandboxed watches.
GitOrigin-RevId: 97d4bfdfcba78a93fc8845773c6397d4364494e3
## Why
Cached repository skill metadata must not authorize reads after access is revoked or a skill file or directory becomes a symlink to a denied location.
## What changed
Read repository skill instructions through a current environment accessor for the filesystem that discovered them. Reject reads when no matching accessor is available, and cache filesystem identity instead of retaining unrestricted read access.
## Testing
Add regression coverage for revoked permissions, file and directory symlink replacements, and missing or mismatched filesystem accessors.
GitOrigin-RevId: 8dad83b7c7893e0d66e2fe1c0c240715db582005
## Why
Uploaded audio was rejected even for audio-capable models. Invalid or expired recordings also need to be excluded from later requests so users can continue the conversation.
## What changed
- Accept uploaded audio when the selected model supports audio; otherwise, preserve valid sibling input and report the unsupported attachment before inference.
- Track successful audio decoding by model and provider, and attribute provider rejections against the exact submitted request. Preserve attachments when attribution is ambiguous.
- Persist confirmed rejected file IDs across compaction and resume, omitting them from future requests without rewriting retained user history.
- Check audio availability before remote compaction and retry once without an unambiguously rejected recording. Include guidance to remove or replace affected attachments in audio errors.
## Testing
Add unit and scenario coverage for uploaded audio across follow-up turns, compaction, cold and paginated resume, model switching, ambiguous rejections, expired files, and queued or interrupted input.
GitOrigin-RevId: e701901e7b1c0865c9f2a5918197215f549b06c0
## What changed
Map provider `budget_reached` errors to `SessionBudgetExceeded` for HTTP 400 responses and streaming failures. End SSE streams immediately on this error, ignoring retry headers and later completion events, and display `budget reached` in the TUI.
## Testing
Add coverage for HTTP error classification, immediate SSE termination without retries, WebSocket error delivery and subsequent request recovery, and TUI error rendering and task-state cleanup.

## What changed
- Share a lazily registered runtime across threads, model discovery, and extension clients when `runtime_agent_instances` is enabled, while honoring each thread's authentication mode and credential owner.
- Bind model catalogs to the effective provider and authentication context while preserving cache policy and live API-key discovery settings.
- Resolve credentials, routing, and transport policy together for each request. Preserve proxy and TLS settings, validate runtime account selectors, and prevent pooled connections from crossing runtime identities.
- Accept supported ChatGPT subdomains when selecting the registration environment.
## Testing
Add integration coverage for shared runtime registration, dual-header and assertion-only modes, disabled and third-party providers, credential replacement, subagents, and delegated review. Add coverage for catalog cache policy and runtime-aware connection reuse.

## What changed
Move the board host adapter and `install_agent_message_board` from `codex-core` to `codex-app-server`, using public core runtime interfaces. Update extension registration, test callers, dependencies, and installation documentation to use the new location.
Format `CHANNEL_POST` notification payloads in the host adapter and retain recognition of legacy board notices in core. Expose `MULTI_AGENT_V2_NAMESPACE_DESCRIPTION` for host extensions to share with native tools.

## What changed
- Move approval-request and prompt-composition tests from `core` to `guardian-reviewer`.
- Move transcript collection, budgeting, and approval-reason truncation tests to `guardian-context`, removing the test-only rendering helper from `core`.
- Move the managed-feature reviewer configuration test to `guardian-v2`.

## What changed
Introduce `GuardianReviewResponse` to retain both the parsed assessment and the original response text. Reuse the stored result for authorization checks, denial reconsideration, review record capture, and final assessment extraction instead of reparsing the response.
Preserve raw text for review records and keep invalid responses as completed turns so history and session reuse remain unchanged.
## Testing
Extend review record coverage to wrapped denials and invalid responses, and verify that invalid assessments remain retryable while missing assessments do not.

## Why
A timeout during denial reconsideration replaced an already completed Guardian denial with a timeout outcome, losing the original assessment.
## What changed
Keep the original denial when reconsideration times out, including its risk level, user authorization, and rationale. Discard the review session while preserving cancellation behavior.
## Testing
Add a reconsideration timeout scenario that verifies the original assessment and denial rationale are preserved and the requested file write remains blocked.

## What changed
Add the disabled-by-default `guardian_denial_reconsideration` feature to reconsider a synchronous Guardian denial once before publishing the final decision. The follow-up uses the same review session, evidence, model settings, and original deadline, without compacting the retained context.
Only a valid second assessment replaces the denial. Invalid or failed follow-ups keep the original denial and discard the review session; cancellation and timeout retain their normal outcomes.
Allow a custom developer message through `auto_review.experimental_denial_reconsideration_prompt`, limited to 1,000 UTF-8 bytes. Omitted or blank values use the built-in prompt, which grants no new authorization and preserves the security policy.
## Testing
Add scenario coverage for feature gating, unchanged approvals, reconsidered approvals and denials, invalid assessments, failed follow-ups, custom prompts, and retained context. Extend cancellation coverage to reconsideration and config tests to prompt normalization and byte-limit validation.

## What changed
- Gate GIF output behind `features.image_generation_animation`, disabled by default.
- Accept `gif` options for generation and editing, with optional `frame_count` and `frame_duration_ms` controls. Use `gif: {}` for API defaults.
- Preserve animated output with `.gif` filenames and `image/gif` data URLs while providing a still preview to the model.
- Add guidance for simple animations and spritesheet-based GIF edits.
## Testing
Add integration coverage for GIF generation and editing, explicit frame controls and API defaults, saved animation bytes, and still-preview replay across follow-up turns.
