## What changed

Add `DeliveryState` to plan unique evidence originals from selected Guardian board channels in source order. Read request IDs in pages by insertion sequence within a captured board view, and reject evidence beyond the review's source-history cutoff.

Share evidence request-ID encoding between the housekeeper and delivery planner, and expose the source cutoff on `EvidenceSnapshot`.

## Testing

Add retrieval tests covering deduplication across channels, source ordering across storage pages, exclusion of unselected channels and posts appended after capture, and rejection of evidence beyond the source cutoff.
