## Why
When MCP tools are deferred behind `tool_search`, Code mode keeps them
callable but omits their individual declarations from the initial `exec`
description. The shared MCP `CallToolResult` types were derived only
from directly rendered tools, so deferring every MCP tool also removed
the common response contract that models need to interpret MCP results.
This restores that contract without undoing the context savings from
deferred tool definitions. This is a follow-up to #29486.
## What changed
- Track deferred Code-mode tool definitions separately from directly
rendered definitions.
- Render the shared MCP type preamble when either direct or deferred MCP
tools are available.
- Keep deferred tool declarations out of the initial prompt.
- Add unit and integration coverage for deferred MCP tools.
## Testing
- `just test -p codex-code-mode-protocol`
- `just test -p codex-core
code_mode_only_guides_all_tools_search_and_calls_deferred_app_tools`
Follow-up to #30226.
## Why
#30226 makes Apps World State inspect the MCP tool list, while
tool-router construction reads the same list again later in the sampling
request. `list_all_tools()` walks the MCP clients and may reconnect or
wait for tools, so doing that work twice adds latency and lets context
and tool construction observe different MCP states for one request.
## What
- Add a lazy MCP tool snapshot to `StepContext`.
- Reuse that snapshot for Apps World State and tool-router construction.
- Let each new `StepContext` refresh naturally for the next sampling
request, without manager-level caching or invalidation.
## Testing
- `just test -p codex-core apps_instructions`
- `just test -p codex-core
apps_guidance_appears_after_background_recovery_within_a_turn`
## Why
Generic Apps guidance is emitted only while building static initial
context. If the Apps MCP is unavailable then and recovers later in the
same turn, its tools can become usable without the model receiving the
guidance for using them.
## What
- move generic Apps guidance into a persisted `apps_instructions` World
State section
- derive availability from the request's MCP runtime while preserving
the existing feature, auth, orchestrator-MCP, and config gates
- recognize legacy and retained Apps fragments so resume and compaction
do not duplicate guidance
- register Apps guidance as rollback-trimmable context
- remove the old static injection path and its now-unused connector
helper
- keep tool construction on its existing independent `list_all_tools()`
read rather than adding a request-wide cache; a reconnect between the
two reads can differ for one request and reconciles on the next request
Apps and plugin guidance now render after the remaining static
host-skills block, with Apps before Plugins.
## Testing
- `just fmt`
- `just test -p codex-core apps_instructions`
- `just test -p codex-core
apps_guidance_appears_after_background_recovery_within_a_turn`
- `just test -p codex-core
drop_last_n_user_turns_trims_context_updates_above_rolled_back_turn`
## Why
Generic plugin guidance is currently emitted only with initial context
from host plugin state. An executor-selected plugin can become available
later in the same turn, making its skills and tools usable without ever
telling the model how plugin capabilities should be used.
## What
- project every ready selected plugin package, including skill-only
plugins
- carry plugin availability with the exact MCP runtime projection while
preserving MCP manager reuse when servers and connectors are unchanged
- move generic plugin guidance from the static initial-context path into
persisted World State
- recognize legacy and retained plugin fragments so resume and
compaction do not duplicate guidance
## Testing
- `just test -p codex-mcp-extension`
- `just test -p codex-core plugins_instructions`
- `just test -p codex-core
plugin_availability_change_reuses_the_mcp_manager`
- `just test -p codex-app-server --test all selected_capabilit`
## Why
Older rollouts can retain model-visible context for a WorldState section
without having a persisted snapshot for that section. Treating the
missing snapshot as definitely absent can duplicate old context or fail
to tell the model that it was replaced or removed.
This provides a generic migration path for sections moving into
WorldState, beginning with AGENTS.md.
Builds on #29810.
## What changed
- distinguish section state that is absent, known from a persisted
snapshot, or unknown because matching legacy context remains in history
- let WorldState sections identify their own legacy fragments while
`ContextManager` owns history reconciliation and baseline persistence
- make AGENTS.md emit one conservative replacement or removal update for
legacy history, then deduplicate from the newly persisted baseline
- preserve existing environment rendering when persisted section data is
missing or malformed
## Testing
- `just test -p codex-core world_state`
- `just test -p codex-core
cold_resume_invalidates_deleted_legacy_agents_md_once -- --exact`
## Why
With deferred executors, a turn can begin before a remote environment
attaches. AGENTS.md discovery previously ran only during session setup,
so instructions from a later environment never reached the model or the
session instruction sources.
WorldState persistence has now landed, so this uses the durable
model-visible baseline directly instead of carrying a temporary
resume/fork compatibility path.
## What
- Add an `AgentsMdManager` in `SessionServices` to own host
instructions, loaded state, and refresh caching.
- When `DeferredExecutor` is enabled, refresh AGENTS.md when attached
environment selections change and freeze the result in the corresponding
`StepContext`.
- Represent AGENTS.md as a persisted WorldState section for every
session, with bounded initial, replacement, and removal updates.
- Remove duplicate AGENTS.md state and rendering from
`SessionConfiguration` and `TurnContext`.
- Build initial context, per-request updates, and compaction context
from the same step-scoped value.
- On resume and fork, compare current instructions with the restored
WorldState baseline and inject a replacement exactly once when they
differ.
Builds on #29833, #29835, and #29837.
## Tests
- Covers a remote environment becoming ready mid-turn, with AGENTS.md
appearing on the next request exactly once and updating canonical
instruction sources.
- Covers full, unchanged, replaced, and removed AGENTS.md WorldState
rendering.
- Covers changed instructions across cold resume and fork without
duplicate reinjection.
- Covers remote-v2 compaction retaining creation-time instructions in
the live session and cold resume appending one replacement when the
source changed.
- Ran focused `codex-core` AGENTS.md, WorldState, and context-update
test suites.
## Why
Persisting `WorldState` snapshots and patches is only useful if resume
and fork restore that exact comparison baseline. Rebuilding it from
`TurnContextItem` loses section state and can either repeat or suppress
model-visible updates.
This is the third PR in the WorldState persistence stack, built on
#29835.
## What
- Replay full WorldState snapshots and RFC 7386 patches through the
existing rollout reconstruction segments.
- Discard state from rolled-back turns and treat compaction as a
baseline reset.
- Hydrate `ContextManager` from the reconstructed snapshot on resume and
fork.
- Remove the synthetic `TurnContextItem` to WorldState conversion path.
- Leave legacy or malformed rollouts without a baseline so the next
update safely emits a full snapshot.
## Testing
- `just test -p codex-core world_state`
- `just test -p codex-core rollout_reconstruction_tests`
- `just fix -p codex-core`
- `just test -p codex-core` *(the changed tests passed; the full run
also hit unrelated existing/test-environment failures, primarily a
missing `test_stdio_server` binary)*
## Why
`WorldState` currently remembers its model-visible diff baseline only in
memory. That leaves no durable source for restoring the exact baseline
after resume, fork, rollback, or compaction.
This is the second PR in the WorldState persistence stack, built on
#29833 and following #29249. It records durable state transitions; the
next PR will replay them during rollout reconstruction.
## What
- Add a `world_state` rollout item containing either a full snapshot or
an RFC 7386 JSON Merge Patch.
- Persist a full snapshot after initial context and after compaction
establishes a new context window.
- Persist non-empty patches when later sampling steps or turns advance
the WorldState baseline.
- Write model-visible history before its matching WorldState record, so
an interrupted write can only cause a safe repeated update on replay.
- Preserve WorldState records for full-history forks while excluding
them from thread previews, metadata, and app-server history
materialization.
Older binaries read rollout lines independently, so they skip the
unknown `world_state` records while retaining the rest of the thread.
## Testing
- `just test -p codex-core
snapshot_merge_patch_changes_and_removes_nested_values`
- `just test -p codex-core
world_state_baseline_deduplicates_until_history_is_replaced`
- `just test -p codex-core

- `just test -p codex-rollout`
- `just test -p codex-state`
- `just test -p codex-thread-store`
- `just test -p codex-app-server-protocol`
## Why
`WorldState` currently keeps its diff baseline as live Rust objects
keyed by process-local `TypeId`. That baseline cannot be written to a
rollout or restored after resume, so Codex reconstructs an approximation
from `TurnContextItem`.
This is the first change in the WorldState persistence stack. It gives
every section a stable persisted identity and a compact serializable
comparison snapshot without changing rollout behavior yet.
## What changed
- Require each `WorldStateSection` to define a stable ID and
serializable snapshot type.
- Reject duplicate section IDs when constructing `WorldState`.
- Persist a dedicated environment comparison snapshot using
model-visible strings instead of runtime path types.
- Store only `WorldStateSnapshot` in `ContextManager`, removing the
parallel live-object baseline.
- Render diffs by restoring each section's typed snapshot; invalid
snapshots fall back to a full section render.
- Omit null object fields for future RFC 7386 patches while preserving
null values inside arrays.
Follow-up PRs will record full snapshots and merge patches, then restore
the baseline during resume, fork, and rollback.
## Test plan
- WorldState snapshot tests cover stable IDs, duplicate rejection, null
omission, and array preservation.
- Environment tests cover persistence-safe snapshot values and existing
diff rendering.
- ContextManager baseline deduplication and session context-update
persistence tests.

## Summary
- Update the bundled skill installer's post-install guidance to say the
skill will be available on the user's next turn.
- Remove the obsolete instruction to restart Codex.
## Why
Codex refreshes its skill catalog between turns. The existing bundled
instruction predates that behavior and causes the model to recommend an
unnecessary restart.
## Impact
Released Codex builds will materialize accurate post-install guidance
for the bundled system skill.
## Related
- Canonical skill change: https://github.com/openai/skills/pull/507
## Validation
- `just fmt`
- `git diff --check`
- `just test -p codex-app-server
skills_changed_notification_is_emitted_after_skill_change` (passed
during investigation)
No test code was added because the existing live-refresh path and
focused integration test already verify that skill changes are picked up
without restarting.
## Why
With `DeferredExecutor`, a sampling request can begin while an
environment is still starting. The model can see that pending state, but
needs a way to wait for the environment within the same turn before
continuing.
Environment startup is owned by Core, so the wait tool should use the
same request-frozen `StepContext` that advertised the starting
environment. This keeps tool registration and execution tied to the
exact startup operation the model saw, even if live thread state later
changes.
Supersedes #29735.
## What
- register `wait_for_environment` when the current `StepContext`
contains starting environments
- wait on the selected `StartingTurnEnvironment` shared resolution and
return a bounded ready or failed result
- rebuild the next request normally, removing the wait tool and exposing
ready environment tools, or reporting the environment as unavailable
after failure
## Testing
- `just test -p codex-core deferred_executor_`
- verifies the wait tool is replaced by environment-backed tools after
startup
- verifies startup failure removes both the wait tool and unavailable
environment tools while notifying the model
## Why
With deferred executors, an environment can become ready between two
sampling requests in the same turn. The model-visible environment
update, advertised tools, and eventual tool execution must all describe
the same request-time view.
Otherwise, a request built while only environment B is ready can
advertise a tool without an `environment_id`; if higher-priority
environment A becomes ready before execution, that call could silently
run in A instead.
This PR is stacked on #29527.
## Design
`run_turn` captures one `Arc<StepContext>` at each sampling-request
boundary. That step owns the request's `TurnContext` and environment
snapshot.
- World-state environment updates and tool planning borrow that same
step.
- `ToolCallRuntime` retains the `Arc` while asynchronous tool calls
execute.
- `ToolInvocation` carries the step to handlers; its temporary `turn`
compatibility field is derived from the same object.
- `ToolRouter` does not retain `StepContext`; it only uses it while
constructing the request's tool set.
- With `DeferredExecutor` disabled, step capture keeps using the
environments frozen at turn start.
Simply: every sampling request gets one consistent picture of its
environments, from what the model sees through where its tool calls run.
## What changed
- Build environment-dependent tool specs from the current request's
`StepContext`.
- Use that same step for unified exec, legacy shell, `apply_patch`,
`view_image`, and `request_permissions` execution.
- Hide environment-backed tools, including `request_permissions`, while
no environment is attached.
- Resolve legacy shell paths and metadata from the selected step
environment instead of the stale turn-start environment.
- Capture explicit steps at non-turn-loop boundaries such as compaction,
prompt debug, and startup prewarm.
- Reconcile prompt-debug history from the same step used to build its
tools.
## Follow-up
- Bind yielded code-mode cells to the tool runtime that created them, so
nested calls made after yielding continue to use the originating
request's `StepContext`.

## Summary
- replace the stale `AskForApproval::OnFailure` reference in the MCP
connection manager test with `AskForApproval::OnRequest`
- restore `codex-mcp` test compilation after `OnFailure` was removed in
#28418
## Root cause
The test was added on main after the approval-policy removal branch had
already updated the other references, so the newly added call site was
missed when #28418 merged.
## Validation
- `just test -p codex-mcp` (90 passed)

## Why
Follow-up to #29249 and its [compaction review
thread](https://github.com/openai/codex/pull/29249#discussion_r3455055101).
During a turn, environment readiness can change between sampling
requests. Inline compaction must render the same model-visible
`WorldState` used by the request it follows. Rebuilding that state
during compaction can observe a newer environment, make replacement
history disagree with what the model saw, and suppress the next
environment update.
## What changed
- Make `run_turn` own the current `Arc<WorldState>` and replace it only
between sampling requests.
- Build each state from an explicitly chosen environment snapshot, diff
deferred-executor steps against the turn-owned state, and retain the
latest state in `ContextManager` only for cross-turn and resume
tracking.
- Pass the exact turn-owned state into inline compaction and explicit
new-context-window replacement.
- Carry that state with
`InitialContextInjection::BeforeLastUserMessage`, so replacement context
and its stored baseline cannot come from different snapshots.
- Remove obsolete state-recapture helpers and ambiguous TurnContext-only
WorldState builders.
- Add an integration test that moves an environment from starting to
ready during a paused turn, triggers compaction, and verifies the next
request receives the readiness update exactly once.

## Why
MCP tools were only placed behind `tool_search` when a feature flag was
enabled or when there were at least 100 tools. That made the model's
tool flow depend on both rollout configuration and the number of
installed tools.
The searched-tool flow is now the intended behavior. Making it
unconditional when the model and provider support it gives every
supported setup the same behavior and lets us retire the feature flag
safely.
## What changed
- Defer all effective MCP tools when `tool_search` and namespaced tools
are supported.
- Keep exposing MCP tools directly when search cannot be used, so older
or unsupported model/provider combinations still work.
- Mark `tool_search_always_defer_mcp_tools` as removed and ignore old
configured values.
- Keep plugin filtering, app-only filtering, file handling, and MCP
calls working through the searched-tool flow.
## Why many tests changed
Many tests used to act as if the model could see MCP tools in its first
request and call them immediately. That is no longer the real flow: the
model first receives `tool_search`, searches for a tool, receives the
matching MCP tool, and then calls it in the next request.
The tests therefore needed an extra search step, and checks for tool
names, descriptions, and input fields had to move from the first request
to the search result. These are not separate product changes; they make
the tests follow what the model will actually see after this change. The
plugin tests still check which tools are allowed and where they came
from, the file tests still check upload fields and behavior, and the MCP
round-trip test still checks a successful call from start to finish.

## Why
Nonblocking environment snapshots allow a turn to reach the model while
a remote environment is still starting. The initial context can describe
that environment as still loading, but nothing currently refreshes the
model-visible environment context when startup finishes during the same
turn.
This adds the first request-scoped reconciliation slice on top of
#28683. It is gated by `DeferredExecutor` and intentionally updates only
model-visible environment context; tools and other environment-derived
state will migrate separately.
## What
- Add a minimal `StepContext` containing the environment snapshot
captured before each sampling request.
- Render attached environments with their resolved shell and starting
environments with `still loading`.
- Track the latest environment state recorded in model history and
append a bounded update only when it changes.
- Seed that baseline from full initial context so ready-at-start
environments are not duplicated.
- Clear the in-memory baseline when history is rewritten so replacement
history can be refreshed safely.
## Testing
- `just test -p codex-core deferred_executor`
- `just test -p codex-core
environment_context_baseline_deduplicates_until_history_is_replaced`
The integration coverage verifies that a pending environment reaches the
first request, the ready state reaches the next request, later requests
do not duplicate it, and ready-at-start environments remain
single-injected.
<details>
<summary>Live verification</summary>
- Connected to a real remote executor with startup deliberately delayed
and forced three sampling requests in one turn.
- Inspected the raw model inputs: request 1 showed the remote
environment as `still loading`, request 2 appended its ready shell and
cwd, and request 3 contained no duplicate ready update.
- With the feature disabled, startup waited for the delayed executor and
the first request contained only the ready environment.
- With a synchronously ready environment and the feature enabled, the
first request contained one environment context with no duplicate.
- Executed `pwd` and read a marker file through the remote process
runner; the command exited successfully and returned the remote cwd and
marker contents.
</details>
## Summary
- read the `AutoCompaction` feature flag through `TurnContext::config`
- fix both the mid-turn and pre-sampling compaction checks
## Why
#28260 was validated against an older base where `TurnContext` exposed a
direct `features` field. It was then merged after that field had moved
under `config`, leaving the merge result unable to compile with `E0609`
on `turn_context.features`.
This restores compilation for Bazel, SDK, and argument-comment-lint jobs
that build `codex-core`. Behavior is unchanged: disabling
`auto_compaction` still skips automatic compaction.
## Validation
- `just fmt`
- `CODEX_HOME=/private/tmp/codex-fix-auto-compaction-test-home just test
-p codex-core auto_compaction_feature_disabled` — 4 passed
- `just test -p codex-core` — `codex-core` compiled; 2,722 passed and 89
unrelated local-environment failures remained because the sandbox could
not write the default Codex SQLite/proxy paths and some first-party test
binaries were unavailable
## Why
Remote environments registered through `environment/add` currently use
the fixed 10-second WebSocket connection timeout. Slow-starting
executors need a caller-selected connection window, but this should not
add retry policy or couple exec-server behavior to Core’s
`deferred_executor` feature.
Make the timeout an optional part of the existing experimental request.
Existing clients continue using the current default, while callers that
know an executor may take longer can request a larger window explicitly.
Depends on #28683.
## What changed
- Add optional `connectTimeoutMs` to `EnvironmentAddParams` and document
it in the app-server README.
- Pass the optional timeout through `EnvironmentRequestProcessor` into
one `EnvironmentManager::upsert_environment()` path; the manager applies
the existing default when it is omitted.
- Preserve the existing single-attempt lifecycle. The configured value
controls WebSocket connection and handshake time for both initial
connection and later reconnects; initialization retains its separate
timeout.
- Add an app-server integration test that sends the real JSON-RPC
request and verifies a stalled handshake observes the requested timeout.
## Test plan
- `just test -p codex-app-server-protocol`
- `just test -p codex-exec-server`
- `just test -p codex-app-server
environment_add_applies_connect_timeout`
## Rollout
This is additive and does not enable `deferred_executor`. Callers should
send a non-default timeout only after a compatible app-server is
deployed; omitted or `null` values retain the existing 10-second
default.
## Why
Remote environments may still be resolving when Codex creates a session
or turn. Waiting for the existing all-or-nothing environment snapshot
can hold startup until the selected environment is usable.
Behind the default-off `deferred_executor` feature, let callers take a
useful snapshot immediately: completed environments remain available
normally, while unfinished environments are reported without blocking
startup. With the feature disabled, snapshots preserve the existing
blocking behavior.
Depends on #28674.
## What changed
- Store one ordered list of selected environments in
`ThreadEnvironments`. Each selection owns one shared resolution that
produces its complete `TurnEnvironment`.
- Start new resolutions in the background with `remote_handle()`,
allowing snapshots and the future wait tool to share the same result
while cancellation follows the retained handles.
- Make `snapshot()` a read-only operation: nonblocking snapshots collect
completed resolutions and retain handles for unfinished ones, while
blocking snapshots await every resolution.
- Replace completed failed resolutions from the current manager entry
and log when failed environments are omitted.
- Return attached and starting environments as a point-in-time view, and
count starting environments when deciding whether a snapshot is
local-only.
- Keep existing consumers attached-only. `to_selections()` derives from
attached environments, so child threads do not inherit an environment
that is still starting.
## Test plan
- `just test -p codex-core environment_selection`
- `just test -p codex-core
deferred_executor_reaches_model_before_remote_environment_is_ready`
## Landing note
Keep `deferred_executor` disabled for slow-starting executors until
configurable `environment/add` connection timeouts and caller support
land. When enabled, an environment that attaches after session startup
may remain absent from environment-derived model context, tools,
instructions, skills, and related state until follow-up refresh work
lands.
## Why
Remote environments can be registered before their exec-server is first
used. Starting the connection at registration time uses that startup
window, while sharing one startup result prevents background work and
capability calls from opening competing connections.
Keep initial startup simple: each environment makes one connection
attempt using its configured transport timeout. A failed initial attempt
is final for that environment, while an environment that disconnects
after connecting can still recover on a later operation.
## What changed
- Start URL and Noise environments in the background when they are added
to `EnvironmentManager`. Provider snapshots are fully validated before
connection work begins.
- Share one initial connection attempt and its saved result across
metadata, process, filesystem, and HTTP callers.
- Keep configured stdio environments lazy until first use so
registration does not launch a process.
- Tie background startup work to the environment lifetime so replacing
or dropping an environment cancels unfinished work.
- After an established client disconnects, share one fresh connection
attempt across concurrent callers. A failed attempt fails the current
operation without permanently preventing a later attempt.
- Store the shared lazy client directly on `Environment` and expose
small methods for starting, observing, and awaiting startup.

- `just test -p codex-exec-server`
- `just test -p codex-app-server

Stacked on #27365.
## Stack note
[#27365](https://github.com/openai/codex/pull/27365) kept `thread/start`
unchanged and converted its input in `thread_processor`. This PR updates
`thread/start` to accept explicit functions and namespaces directly.
Legacy per-tool arrays are still accepted and converted while reading
the request. As a result, `thread_processor` can validate and pass the
tools through directly, which is why some code added in #27365 is
removed here.
## Why
`thread/start.dynamicTools` still repeats namespace data on each
function even though core now stores explicit namespace groups. The
request API should use the same shape so each namespace has one
description and one member list.
## What changed
- Accept top-level functions and explicit namespace objects in
`dynamicTools`.
- Continue accepting fully legacy flat arrays, including
`exposeToContext`.
- Reject arrays that mix legacy and canonical entries.
- Reuse the protocol types directly and remove the temporary app-server
adapter.
- Update validation, docs, the test client, and generated schemas.

Follow-up to #27356.
## Stack note
This PR changes Codex's internal dynamic-tool shape while leaving
`thread/start` unchanged. App-server therefore converts the existing
per-tool input into explicit functions and namespaces before passing it
to core.
[#27371](https://github.com/openai/codex/pull/27371) updates
`thread/start` to use the same explicit shape and removes this temporary
conversion.
## Why
Dynamic tools repeat namespace metadata on every function. Core should
keep one explicit namespace with its member tools so descriptions and
membership stay consistent across sessions and runtime planning.
## What changed
- Represent dynamic tools as top-level functions or explicit namespaces
in protocol and session state.
- Read old flat rollout metadata and write the canonical hierarchy.
- Flatten namespace members only when registering callable tools.
- Keep `thread/start.dynamicTools` flat for now and normalize it at the
app-server boundary.
New builds can read old rollout metadata. Older builds cannot read newly
written hierarchical metadata.

- `just test -p codex-tools`
## Why
Dynamic tools maintained a separate search-text builder even though the
shared tool search path already derives the same metadata from
`ToolSpec`. Using the shared path removes duplicate behavior before
adding explicit namespaces.
## What changed
- Build dynamic-tool search entries with
`ToolSearchInfo::from_tool_spec`.
- Remove the custom search-text state and its implementation-only unit
test.
The old search text included the tool name, its space-separated form,
description, namespace, and top-level parameter names. The shared
builder preserves all of those terms and also indexes namespace
descriptions and nested schema metadata.
## Test plan
- `just test -p codex-core
tool_search_returns_deferred_dynamic_tool_and_routes_follow_up_call`
## Why
Default tool search text currently derives identity from both `ToolName`
and `ToolSpec`. For function and namespace specs, this indexes the same
names more than once and also adds a flattened `{namespace}{name}` token
that is not model-visible.
## What changed
- Derive default search text entirely from `ToolSpec` while preserving
names, descriptions, namespace metadata, and recursive schema metadata.
- Keep the default search-text builder private and remove the unused
`ToolName` argument.
- Add coverage for the exact search text generated for a namespaced tool
with nested schema metadata.
## Example
For the `codex_app` namespace and `automation_update` tool (schema terms
omitted):
- Before: `codex_appautomation_update automation update codex_app
codex_app Manage Codex automations. automation_update automation update

## Testing
- `just test -p codex-tools`
## Why
Research and training setups need to control which tool namespaces
appear inside code mode's nested `tools` surface without disabling those
tools entirely. This makes it possible to train against a deliberately
reduced nested-tool setup while preserving the normal direct and
deferred tool paths.
## What
- Extend `features.code_mode` to accept structured configuration while
preserving the existing boolean syntax.
- Add an exact `excluded_tool_namespaces` list under
`[features.code_mode]`:
```toml
[features.code_mode]
enabled = true
excluded_tool_namespaces = ["mcp__codex_apps", "multi_agent_v1"]
```
- Filter matching canonical `ToolName` namespaces when constructing code
mode's nested router and code-mode-specific direct tool descriptions.
- Keep excluded tools registered, directly exposed in mixed code mode,
and discoverable through top-level `tool_search` when otherwise
eligible.
- Derive deferred nested-tool guidance after namespace filtering so the
`exec` description does not advertise excluded-only deferred tools.
- Preserve the boolean/table representation when materializing config
locks and update the generated config schema.

## Summary
- opt the extension-backed standalone `web.run` tool into parallel tool
execution
- update the existing extension registration test to assert that the
tool advertises parallel-call support
## Why
The standalone web-search API endpoint now supports parallel requests.
The extension executor still inherited the shared serial default,
causing multiple `web.run` calls to acquire the exclusive runtime lock.
## Impact
Models that emit multiple standalone web-search calls can now execute
them concurrently when model-level parallel tool calls are enabled.
## Validation
- `just fmt`
- `just test -p codex-web-search-extension`
- `git diff --check origin/main...HEAD`
## Summary
- describe omitted code-mode tools as deferred nested tools instead of
MCP/app tools
- update the prompt-description assertion to match
## Why
Deferred dynamic tools are also callable through `tools` and
discoverable in `ALL_TOOLS`, so the previous MCP/app-specific wording
was too narrow.
## Validation
- `just fmt`
- `just test -p codex-code-mode`
- `git diff --check`
## Why
The standalone `/v1/alpha/search` request now requires a `model`, but
the `web.run` extension currently omits it.
Adds `model` to extension `ToolCall` invocation.
Follow-up to #23823.
## What changed
- Make `SearchRequest.model` required.
- Expose the effective per-turn model on extension tool calls and pass
it in standalone web-search requests.
- Assert the model is forwarded in the app-server round-trip test.
## Testing
- `just test -p codex-api -p codex-tools -p codex-web-search-extension
-p codex-memories-extension -p codex-goal-extension`
- `just test -p codex-core -E
'test(passes_turn_fields_and_scoped_turn_item_emitter_to_extension_call)'`
- `just test -p codex-app-server -E
'test(standalone_web_search_round_trips_encrypted_output)'`
## Why
Standalone `web.run` calls run in the extension, so they need normal
web-search progress activity while a request is in flight and durable
completed activity after a thread is reloaded.
Follow-up to #23823; uses the extension turn-item emission path added in
#24813.
## What changed
- Emit standalone `web.run` start/completion items through the host
turn-item emitter, preserving standard client delivery and rollout
persistence.
- Include useful completion detail for queries, image queries, and
literal-URL `open`/`find` commands.
- Render completed searches as `Searched the web` or `Searched the web
for <detail>`, with snapshot coverage for the detail-free case.
- Extend the app-server round-trip test to verify completed search
activity is reconstructed by `thread/read` after a fresh-process reload.
## Testing
- `just test -p codex-web-search-extension`
- `just test -p codex-app-server -E
"test(standalone_web_search_round_trips_encrypted_output)"`
## Why
Extension-contributed tools need to emit visible turn items through
Codex's normal event and persistence pipeline.
## What
- Add `TurnItemEmitter` to extension `ToolCall`s and route the core
implementation through `Session::emit_turn_item_*`.
- Hold weak session and turn references so retained tool calls cannot
keep host state alive.
- Provide a no-op emitter for extension test callers.
## Test Plan
- `just test -p codex-core -E
'test(passes_turn_fields_and_scoped_turn_item_emitter_to_extension_call)'`

## Why
Dynamic tools are defined at thread start and already stored in rollout
`SessionMeta`, which restores resumed and forked sessions. Persisting
the same tools through SQLite creates a second runtime persistence path
that is unnecessary prework for the explicit namespace refactor.
## What changed
- Restore missing thread-start dynamic tools directly from rollout
history, including when SQLite is enabled.
- Remove SQLite dynamic-tool reads, writes, backfill, and thread
metadata patch plumbing.
- Add SQLite-enabled resume integration coverage that verifies a
rollout-defined dynamic tool is still sent after resume.
## Compatibility
The existing `thread_dynamic_tools` table is intentionally not dropped
even though it's now unused. Older Codex binaries are allowed to open
databases migrated by newer binaries and still reference this table;
dropping it would break that mixed-version path. See
[here](https://github.com/openai/codex/blob/main/codex-rs/state/src/migrations.rs#L10-L11).
## Verification
- `just test -p codex-state -p codex-rollout -p codex-thread-store`
- `just test -p codex-core --test all
resume_restores_dynamic_tools_from_rollout_with_sqlite_enabled`
## Why
The key/value markdown table renderer added in #24636 still operates on
`Line` values, while table cells and rendered table output now carry
`HyperlinkLine`. That mismatch breaks `codex-tui` compilation on `main`
and would risk losing semantic web-link annotations if corrected by
flattening the values.
## What changed
- Make key/value record rendering wrap and emit `HyperlinkLine` values
consistently with the existing grid renderer.
- Remap wrapped hyperlink ranges and shift them when value content is
prefixed by record-mode indentation or labels.
- Add focused coverage verifying key/value fallback output preserves
web-link destinations.
## Verification
- `just test -p codex-tui -E
'test(key_value_table_keeps_web_annotations) |
test(/table_renders_(key_value_records_when_compact_fragmentation_is_systemic_snapshot|stacked_key_value_records_when_path_column_becomes_too_narrow_snapshot|records_when_multiple_prose_columns_are_starved_snapshot)/)'`
move `DEV_WEBSITE_VERCEL_DEPLOY_HOOK_URL` to a repo environment secret.
to keep scope of use of that env secret small, move the vercel website
redeploy to its own post-release job.
add new `parse_tool_input_schema_without_compaction` to bypass the
existing compaction/trimming of client-provided tool schemas that are
over 4k bytes.
we want this for standalone web search to keep field guidance/metadata
on certain fields; this keeps us closer to parity with existing hosted
tool schema (which didnt go through this 4k byte filter).
## Summary
Add the extension-backed standalone `web.run` tool so Codex can call the
standalone search endpoint through the `codex-api` search client and
return its encrypted output to Responses.
- gate the new tool behind `standalone_web_search`
- install the extension in the app-server thread registry and hide
hosted `web_search` when standalone search is enabled for OpenAI
providers so the two paths stay mutually exclusive
- build search context from persisted history using a small tail
heuristic: previous user message, assistant text between the last two
user turns capped at about 1k tokens, and current user message
## Test Plan
- `cargo test -p codex-web-search-extension`
- `cargo test -p codex-api`
- `cargo test -p codex-core
hosted_tools_follow_provider_auth_model_and_config_gates`
## Why
Extension tools that need conversation context should be able to read it
from the live tool invocation instead of reaching into thread
persistence themselves.
## What changed
- Add a `ConversationHistory` snapshot to extension `ToolCall`s and
populate it from the current raw in-memory response history.
- Expose all history items at this boundary so each extension can filter
and bound the subset it needs before consuming or forwarding it.
- Cover the adapter and registry dispatch paths and update existing
extension tests that construct `ToolCall` literals.
## Test plan
- `cargo test -p codex-tools`
- `cargo test -p codex-extension-api`
- `cargo test -p codex-goal-extension`
- `cargo test -p codex-memories-extension`
- `cargo test -p codex-core passes_turn_fields_to_extension_call`

add standalone web search request types and a `codex-api` client ahead
of the extension-contributed search tool.
this adds typed commands/settings and opaque encrypted output handling
for the new standalone search flow. the endpoint types are close to
finalized but may still shift slightly as that API settles.
add new `EncryptedContent` variant to `FunctionCallOutputContentItem`
ahead of standalone websearch.
we need to be able to receive and pass encrypted function call output
from the new web search endpoint back to responsesapi, as we cannot
expose direct search results.
## Summary
- mark `ToolSearch` as removed and ignore stale config writes for its
legacy key
- make search tool exposure depend only on model capability, not a
feature toggle
- remove app-server enablement support and prune now-obsolete test
coverage/setup
## Verification
- `cargo test -p codex-features`
- `cargo test -p codex-tools`
- `cargo test -p codex-core search_tool_requires_model_capability`
- `cargo test -p codex-app-server experimental_feature_enablement_set_`
## Notes
- This keeps the legacy config key as a no-op for compatibility while
removing the ability to toggle the behavior off cleanly.
- No developer-facing docs update outside the touched app-server README
was needed.
## Why
The `spawn_agent` model override guidance is uncapped and bloating
context. We need to trim down each entry and cap total entries.
picked 5 as cap, we can change
## What changed
- Cap the model override summaries shown in `spawn_agent` to the first 5
picker-visible models, preserving the existing priority ordering from
the models manager.
- Condense each rendered entry to the actionable pieces the model needs:
- use the model slug as the label
- render compact reasoning effort lists with the default marked inline
- render only service tier IDs, and omit the clause when no tiers are
available
- Update coverage so the compact formatter shape and the top-5 cap are
exercised, and keep the end-to-end request assertion aligned with real
model metadata.
## Example
Before:
`- gpt-5.4 ('gpt-5.4\'): Strong model for everyday coding. Default
reasoning effort: medium. Supported reasoning efforts: low (Fast
responses with lighter reasoning), medium (Balances speed and reasoning
depth for everyday tasks), high (Greater reasoning depth for complex
problems), xhigh (Extra high reasoning depth for complex problems).
Supported service tiers: priority (Fast: 1.5x speed, increased usage).`
After:
`- 'gpt-5.4': Strong model for everyday coding. Reasoning efforts: low,
medium (default), high, xhigh. Service tiers: priority.`
made a `rust-release-prepare` environment with the necessary API key as
an environment secret. use this in the workflow rather than the action
secret.
once this merges and i confirm it works as intended, ill rm the action
secret.
## Why
`UnavailableDummyTools` kept synthetic placeholder tools alive for
historical tool calls whose backing MCP tool was no longer available.
That path adds stale model-visible tool specs and special routing at the
point where unavailable MCP calls should use ordinary current-tool
handling. This removes the runtime backfill instead of preserving a
second compatibility lane.
## Is it safe to remove?
The unavailable tools were added in #17853 after a CS issue when a
previously-called MCP tool failed to load and was omitted from the CS
spec. Now that we have tool search, I think this is resolved:
- API merges tools from previous TST output into effective tool set so
theyre always in CS spec
- if an MCP tool surfaced by TST later becomes unavailable, the model
can still call it and it will just return model-visible error
- both TST output and function call output are dropped on compaction so
model will not remember old calls to MCP post compaction
## What changed
- Delete unavailable-tool collection, placeholder handler, router/spec
plumbing, and obsolete placeholder coverage.
- Keep `features.unavailable_dummy_tools` as a removed no-op feature
tombstone so existing configs still parse cleanly.
- Add an integration-style `tool_search` regression test showing that a
deferred MCP tool surfaced through `tool_search` still routes through
MCP and returns a model-visible tool-call error rather than `unsupported
call`.
## Verification
- `cargo test -p codex-core tool_search`
## Why
`tool_search` still carries the server-specific result-cap path added in
#17684 for `computer-use`: when the model omitted `limit`, a matching
result expanded the search to 20 and then `limit_results_by_bucket`
applied per-bucket caps. That makes default result handling depend on a
one-off server exception instead of the single
`TOOL_SEARCH_DEFAULT_LIMIT` path.
This PR removes that custom branch so omitted `limit` values use the
ordinary global default consistently. The implementation being retired
is the pre-change bucketed search path in
[`tool_search.rs`](https://github.com/openai/codex/blob/5e3ee5eddfa5333f2e0b011880abf0cbf92bd295/codex-rs/core/src/tools/handlers/tool_search.rs#L121-L190).
## What changed
- Collapse `ToolSearchHandler::search` back to one BM25 search with the
resolved limit.
- Remove `limit_results_by_bucket`, the `computer-use` constants, and
the omitted-limit plumbing that only existed for the override.
- Drop dead `ToolSearchEntry::limit_bucket` metadata from deferred MCP
and dynamic search entries.
- Remove tests and helpers that only asserted the deleted override
behavior.
- Add direct handler-level unit coverage for omitted/default and
explicit `tool_search` result limits.
## Validation
- `cargo test -p codex-core tool_search`
- The matching unit tests passed, including the new omitted/default and
explicit result-limit coverage.
- The broader `--test all` search-tool fixture phase then failed before
sending mocked response requests in
`tool_search_indexes_only_enabled_non_app_mcp_tools` and
`tool_search_uses_non_app_mcp_server_instructions_as_namespace_description`.
- `cargo test -p codex-core`
- The touched tool-search coverage passed before the run later aborted
in
`tools::handlers::multi_agents::tests::tool_handlers_cascade_close_and_resume_and_keep_explicitly_closed_subtrees_closed`
with a stack overflow.
## Why
The model-visible `<network>` context currently repeats indentation and
a pair of XML tags for every allowed or denied domain. Large domain sets
spend a surprising amount of prompt budget on that scaffolding instead
of the actual policy values.
## What changed
- Render allowed domains as one comma-separated `<allowed>` value
instead of one element per domain.
- Render denied domains the same way.
- Keep the full allow/deny domain sets model-visible while updating the
serialization and settings-update coverage for the denser shape.
## Example
Before:
```xml
<network enabled="true">
<allowed>api.example.test</allowed>
<allowed>cdn.example.test</allowed>
<denied>blocked.example.test</denied>
</network>
```
After:
```xml
<network enabled="true"><allowed>api.example.test,cdn.example.test</allowed><denied>blocked.example.test</denied></network>
```
## Validation
- `cargo test -p codex-core environment_context`
- `cargo test -p codex-core
build_settings_update_items_emits_environment_item_for_network_changes`
- Ran a local `codex` session with a real network context containing 121
allowed domains and 42 denied domains, then inspected the raw prompt
with `raw_token_viewer_cli.py`. With the same domain set, the rendered
`<network>` section shrank from 7,175 characters across 161 lines to
3,666 characters on one line, and the containing environment-context
block fell from 6,428 tokens to 5,379 tokens.
## Why
Feedback reports do not currently surface a direct pointer to the last
model call, so investigations may require searching through many
requests in a session to find the bad response. Preserve the last
model-side IDs at response-stream time so immediate feedback reports
carry that breadcrumb.
## What changed
- Record `last_model_request_id` when a Responses stream exposes an
upstream request ID.
- Record `last_model_response_id` when the model response completes.
- Add unit coverage for the emitted feedback tags.
## Verification
- `cargo test -p codex-core
client::tests::response_stream_records_last_model_feedback_ids`
## Why
MCP servers can provide `instructions` that explain what their tools are
for. Directly exposed MCP namespaces already use those instructions when
a connector description is not available, but deferred `tool_search`
results did not preserve that fallback. The direct path falls back from
connector metadata to server instructions, while the deferred path only
carried `connector_description` and otherwise fell back to generic
namespace text.
That meant a plain MCP server could provide useful model-facing guidance
and still appear as `Tools in the X namespace.` whenever it was
discovered lazily through `tool_search`.
## What changed
- Store one model-facing `namespace_description` on `ToolInfo`, using
connector descriptions for connector-backed tools and server
instructions for plain MCP servers.
- Thread that namespace description through the `tool_search` source
list, search indexing, and returned namespace metadata.
- Add an end-to-end regression test for deferred non-app MCP search
results exposing server instructions as the namespace description.
## Verification
- `cargo test -p codex-tools
search_tool_description_lists_each_mcp_source_once --lib`
- `cargo test -p codex-core --test all
tool_search_uses_non_app_mcp_server_instructions_as_namespace_description`
## Why
[#17088](https://github.com/openai/codex/pull/17088) changed
`OutgoingMessageSender::new` to require an `AnalyticsEventsClient`, but
one `command_exec` test added earlier on `main` still called the old
one-argument constructor. That leaves current `main` failing to compile
in Bazel and argument-comment-lint jobs.
## What changed
- Pass `AnalyticsEventsClient::disabled()` to the missed
`OutgoingMessageSender::new` test call site in `command_exec.rs`.
## Verification
- `cargo test -p codex-app-server
timeout_or_cancellation_reports_cancellation_without_timeout_exit_code`
fixes#19486
### Problem
Right now dynamic deferred tools are filtered at normal-turn prompt
building time, rather than upstream while building the `ToolRouter`
itself. This causes issues because dynamic deferred tools are then
wrongly included in the router's `model_visible_specs`, which is what
the compaction request-building flow relies on.
### Fix
Move the dynamic deferred tool filtering to `ToolRouter` creation time
to solve this problem for every request that relies on `ToolRouter` for
`model_visible_specs`, which solves the issue generically.
### Tests
Added unit + integration tests to ensure dynamic deferred tools are
omitted from `model_visible_specs` and compaction request respectively.
Tested against live `/compact` endpoint; raw deferred dynamic tools
without `tool_search` returned `400` (current bug), while the filtered
payload (this fix) returns `200`.
Supersedes #18735.
The scheduled rust-release-prepare workflow force-pushed
`bot/update-models-json` back to the generated models.json-only diff,
which dropped the test and snapshot updates needed for CI.
This PR keeps the latest generated `models.json` from #18735 and adds
the corresponding fixture updates:
- preserve model availability NUX in the app-server model cache fixture
- update core/TUI expectations for the new `gpt-5.4` `xhigh` default
reasoning
- refresh affected TUI chatwidget snapshots for the `gpt-5.5`
default/model copy changes
Validation run locally while preparing the fix:

we were not respecting turn's `truncation_policy` to clamp output tokens
for `unified_exec` and `write_stdin`.
this meant truncation was only being applied by `ContextManager` before
the output was stored in-memory (so it _was_ being truncated from
model-visible context), but the full output was persisted to rollout on
disk.
now we respect that `truncation_policy` and `ContextManager`-level
truncation remains a backup.
### Tests

## Summary
- Normalize deferred MCP and dynamic tools into `ToolSearchEntry` values
before constructing `ToolSearchHandler`.
- Move the tool-search entry adapter out of `tools/handlers` and into
`tools/tool_search_entry.rs` so the handlers directory stays focused on
handlers.
- Keep `ToolSearchHandler` operating over one generic entry list for
BM25 search, namespace grouping, and per-bucket default limits.
## Why
Follow-up cleanup for #17849. The dynamic tool-search support made the
handler juggle source-specific MCP and dynamic tool lists, index
arithmetic, output conversion, and namespace emission. This keeps source
adaptation outside the handler so the search loop itself is smaller and
source-agnostic.
## Validation
- `just fmt`
- `cargo test -p codex-core tools::handlers::tool_search::tests`
- `git diff --check`
- `cargo test -p codex-core` currently fails in unrelated
`plugins::manager::tests::list_marketplaces_ignores_installed_roots_missing_from_config`;
rerunning that single test fails the same way at
`core/src/plugins/manager_tests.rs:1692`.

add new `tool_search_always_defer_mcp_tools` feature flag that always
defers all mcp tools rather than deferring once > 100 deferrable tools.
add new tests, also move `mcp_exposure` tests into dedicated file rather
than polluting `codex_tests`.
## Summary
- hide deferred MCP/app nested tool descriptions from the `exec` prompt
in code mode
- add short guidance that omitted nested tools are still available
through `ALL_TOOLS`
- cover the code_mode_only path with an integration test that discovers
and calls a deferred app tool
## Motivation
`code_mode_only` exposes only top-level `exec`/`wait`, but the `exec`
description could still include a large nested-tool reference. This
keeps deferred nested tools callable while avoiding that prompt bloat.

MCP tools returned by `tool_search` (deferred tools) get registered in
our `ToolRegistry` with a different format than directly available
tools. this leads to two different ways of accessing MCP tools from our
tool catalog, only one of which works for each. fix this by registering
all MCP tools with the namespace format, since this info is already
available.
also, direct MCP tools are registered to responsesapi without a
namespace, while deferred MCP tools have a namespace. this means we can
receive MCP `FunctionCall`s in both formats from namespaces. fix this by
always registering MCP tools with namespace, regardless of deferral
status.
make code mode track `ToolName` provenance of tools so it can map the
literal JS function name string to the correct `ToolName` for
invocation, rather than supporting both in core.
this lets us unify to a single canonical `ToolName` representation for
each MCP tool and force everywhere to use that one, without supporting
fallbacks.
## Summary
- Fix marketplace-add local path detection on Windows by using
`Path::is_absolute()`.
- Make marketplace-add local-source tests parse/write TOML through the
same helpers instead of raw string matching.
- Update `rand` 0.9.x to 0.9.3 and document the remaining audited `rand`
0.8.5 advisory exception.
- Refresh `MODULE.bazel.lock` after the Cargo.lock update.
## Why
Latest `main` had two independent CI blockers: marketplace-add tests
were not portable to Windows path/TOML escaping, and cargo-deny still
reported `RUSTSEC-2026-0097` after the recent rustls-webpki fix.
## Validation
- `cargo test -p codex-core marketplace_add -- --nocapture`
- `cargo deny --all-features check`
- `just bazel-lock-check`
- `just fix -p codex-core`
- `just fmt`

## Summary
- regenerate `sdk/python` protocol-derived artifacts on latest

Move the general `Apps`, `Skills` and `Plugins` instructions blocks out
of `user_instructions` and into the developer message, with new `Apps ->
Skills -> Plugins` order for better clarity.
Also wrap those sections in stable XML-style instruction tags (like
other sections) and update prompt-layout tests/snapshots. This makes the
tests less brittle in snapshot output (we can parse the sections), and
it consolidates the capability instructions in one place.
#### Tests
Updated snapshots, added tests.
`<AGENTS_MD>` disappearing in snapshots is expected: before this change,
the wrapped user-instructions message was kept alive by `Skills`
content. Now that `Skills` and `Plugins` are in the developer message,
that wrapper only appears when there is real
project-doc/user-instructions content.

- clarify app mentions are in user messages
- clarify what it means for tools to be provided via `codex_apps` MCP
- add plugin descriptions (with basic sanitization) to top-level `##
Plugins` section alongside the corresponding plugin names
- explain that skills from plugins are prefixed with `plugin_name:` in
top-level `##Plugins` section
changes to more logically organize `Apps`, `Skills`, and `Plugins`
instructions will be in a separate PR, as that shuffles dev + user
instructions in ways that change tests broadly.
### Tests

added tests.
#### What
###### Context + Problem
With the introduction of plugins, we now have one more type of
`$`-mentionable item in the TUI's popup menu on `$`. Apps, skills, and
plugins can all have the same user-facing name, and we attempt to
distinguish with a category tag suffix, like `[App]`. This has a few
problems:
- We decide to show tags by the text that will be inserted into the
conversation, not the actual user-visible text, so two visibly-identical
entries can have no clarifying category tag suffix
- The category tag is a suffix and commonly gets cut off by long
descriptions
- The skill category tag is currently only displayed on repo skills as
`[Repo]`, which is confusing to most users
- The plugin category tag is currently `[<marketplace-name>]`, which is
also confusing to most users
###### Solution
- **Always** show a **prefix** category tag that is `[Skill]`, `[App]`,
or `[Plugin]`. No conditional rendering or copy.

### Tests
Added + updated tests (including snapshots), tested locally
add `plugin/uninstall` app-server endpoint to fully rm plugin from
plugins cache dir and rm entry from user config file.
plugin-enablement is session-scoped, so uninstalls are only picked up in
new sessions (like installs).
added tests.
#### What
Add structured `@plugin` parsing and TUI support for plugin mentions.
- Core: switch from plain-text `@display_name` parsing to structured
`plugin://...` mentions via `UserInput::Mention` and
`[$...](plugin://...)` links in text, same pattern as apps/skills.
- TUI: add plugin mention popup, autocomplete, and chips when typing
`$`. Load plugin capability summaries and feed them into the composer;
plugin mentions appear alongside skills and apps.
- Generalize mention parsing to a sigil parameter, still defaults to `$`

/>
Builds on #13510. Currently clients have to build their own `id` via
`plugin@marketplace` and filter plugins to show by `enabled`, but we
will add `id` and `available` as fields returned from `plugin/list`
soon.
####Tests
Added tests, verified locally.
#### What
on `plugin/install`, check if installed apps are already authed on
chatgpt, and return list of all apps that are not. clients can use this
list to trigger auth workflows as needed.
checks are best effort based on `codex_apps` loading, much like
`app/list`.
#### Tests
Added integration tests, tested locally.
## Note-- added plugin mentions via @, but that conflicts with file
mentions
depends and builds upon #13433.
- introduces explicit `@plugin` mentions. this injects the plugin's mcp
servers, app names, and skill name format into turn context as a dev
message.
- we do not yet have UI for these mentions, so we currently parse raw
text (as opposed to skills and apps which have UI chips, autocomplete,
etc.) this depends on a `plugins/list` app-server endpoint we can feed
the UI with, which is upcoming
- also annotate mcp and app tool descriptions with the plugin(s) they
come from. this gives the model a first class way of understanding what
tools come from which plugins, which will help implicit invocation.
### Tests
Added and updated tests, unit and integration. Also confirmed locally a
raw `@plugin` injects the dev message, and the model knows about its
apps, mcps, and skills.
add `web_search_tool_type` on model_info that can be populated from
backend. will be used to filter which models can use `web_search` with
images and which cant.
added small unit test.
### first half of changes, followed by #13510
Track plugin capabilities as derived summaries on `PluginLoadOutcome`
for enabled plugins with at least one skill/app/mcp.
Also add `Plugins` section to `user_instructions` injected on session
start. These introduce the plugins concept and list enabled plugins, but
do NOT currently include paths to enabled plugins or details on what
apps/mcps the plugins contain (current plan is to inject this on
@-mention). that can be adjusted in a follow up and based on evals.
### tests
Added/updated tests, confirmed locally that new `Plugins` section +
currently enabled plugins show up in `user_instructions`.
load plugin-apps from `.app.json`.
make apps runtime-mentionable iff `codex_apps` MCP actually exposes
tools for that `connector_id`.
if the app isn't available, it's filtered out of runtime connector set,
so no tools are added and no app-mentions resolve.
right now we don't have a clean cli-side error for an app not being
installed. can look at this after.
### Tests
Added tests, tested locally that using a plugin that bundles an app
picks up the app.
#### what
adds a `codex debug clear-memories` command to help with clearing all
memories state from disk, sqlite db, and marking threads as
`memory_mode=disabled` so they don't get resummarized when the
`memories` feature is re-enabled.
#### tests
add tests
linux musl build steps in `rust-release.yml` are [currently
broken](https://github.com/openai/codex/actions/runs/22367312571)
because of linking issues due to ubsan-calling types (`jitterentropy`)
leaking into the build.
add `AWS_LC_SYS_NO_JITTER_ENTROPY=1` to the musl build step to avoid
linking those ubsan-calling types. this is a more temporary fix, we need
to clean up ubsan usage upstream so they dont leak into release-build
steps anyways.
codex's more thorough explanation below:
[pr 9859](https://github.com/openai/codex/pull/9859) added [MITM
init](https://github.com/openai/codex/pull/9859/changes#diff-db782967007060c5520651633e1ea21681d64be21f2b791d3d84519860245b97R62-R68)
in network-proxy, which wires in cert generation code (rcgen/rustls).
this didnt bump/change dep versions, but it changed symbol reachability
at link time.
for musl builds, that made aws-lc-sys’s jitterentropy objects get pulled
into the final link. those objects contain UBSan calls
(__ubsan_handle_*). musl release linking is static (*-linux-musl-gcc,
-nodefaultlibs) and does not link a musl UBSan runtime, so link fails
with undefined __ubsan_*.
before, our custom musl CI UBSan steps (install libubsan1, RUSTC_WRAPPER
+ LD_PRELOAD, partial flag scrubbing) masked some sanitizer issues.
after this pr, more aws-lc code became link-reachable, and that band-aid
wasn't enough.
#### What
Try matching `\w+`-namespaced model after `longest prefix` as heuristic
to match `ModelInfo` from list of candidates.
This shouldn't regress existing behavior:
- `gpt-5.2-codex` -> `gpt-5.2` if `gpt-5.2-codex` not present
- `gpt-5.3` -> `gpt-5` if `gpt-5.3` not present
- `gpt-9` still doesn't match anything
while being more forgiving for custom prefixes:
- `oai/gpt-5.3-codex` -> `gpt-5.3-codex`
#### Tests
Added unit test.
rm `PRESETS` list harcoded in `model_presets` as we now have bundled
`models.json` with equivalent info.
update logic to rely on bundled models instead, update tests.

TL;DR
Add top-level `model_catalog_json` config support so users can supply a
local model catalog override from a JSON file path (including adding new
models) without backend changes.
### Problem
Codex previously had no clean client-side way to replace/overlay model
catalog data for local testing of model metadata and new model entries.
### Fix
- Add top-level `model_catalog_json` config field (JSON file path).
- Apply catalog entries when resolving `ModelInfo`:
1. Base resolved model metadata (remote/fallback)
2. Catalog overlay from `model_catalog_json`
3. Existing global top-level overrides (`model_context_window`,
`model_supports_reasoning_summaries`, etc.)
### Note
Will revisit per-field overrides in a follow-up
### Tests
Added tests
rm `remote_models` feature flag.
We see issues like #11527 when a user has `remote_models` disabled, as
we always use the default fallback `ModelInfo`. This causes issues with
model performance.
Builds on #11690, which helps by warning the user when they are using
the default fallback. This PR will make that happen much less frequently
as an accidental consequence of disabling `remote_models`.
###### Context
unknown model warning added in #11690 has
[issues](https://github.com/openai/codex/actions/runs/22047424710/job/63700733887)
on ubuntu runners because we potentially emit it on all new turns,
including ones with intentionally fake models (i.e., `mock-model` in a
test).
###### Fix
change the warning to only emit on user turns/review turns.
###### Tests
CI now passes on ubuntu, still passes locally
### What
It's currently unclear when the harness falls back to the default,
generic `ModelInfo`. This happens when the `remote_models` feature is
disabled or the model is truly unknown, and can lead to bad performance
and issues in the harness.
Add a user-facing warning when this happens so they are aware when their
setup is broken.
### Tests
Added tests, tested locally.
### What
to unblock filtering models in VSCE, change `model/list` app-server
endpoint to send all models + visibility field `showInPicker` so
filtering can be done in VSCE if desired.
### Tests
Updated tests.
TLDR: use new message phase field emitted by preamble-supported models
to determine whether an AgentMessage is mid-turn commentary. if so,
restore the status indicator afterwards to indicate the turn has not
completed.
### Problem
`commit_tick` hides the status indicator while streaming assistant text.
For preamble-capable models, that text can be commentary mid-turn, so
hiding was correct during streaming but restore timing mattered:
- restoring too aggressively caused jitter/flashing
- not restoring caused indicator to stay hidden before subsequent work
(tool calls, web search, etc.)
### Fix
- Add optional `phase` to `AgentMessageItem` and propagate it from
`ResponseItem::Message`
- Keep indicator hidden during streamed commit ticks, restore only when:
- assistant item completes as `phase=commentary`, and
- stream queues are idle + task is still running.
- Treat `phase=None` as final-answer behavior (no restore) to keep
existing behavior for non-preamble models
### Tests
Add/update tests for:
- no idle-tick restore without commentary completion
- commentary completion restoring status before tool begin
- snapshot coverage for preamble/status behavior

###### What
Remove special-casing that prevented auto-enabling `web_search` for
Azure model provider users. Addresses #10071, #10257.
###### Why
Azure fixed their responsesapi implementation; `web_search` is now
supported on models it wasn't before (like `gpt-5.1-codex-max`).
This request now works:
```
curl "$AZURE_API_ENDPOINT" -H "Content-Type: application/json" -H "Authorization: Bearer $AZURE_API_KEY" -d '{
"model": "gpt-5.1-codex-max",
"tools": [
{ "type": "web_search" }
],
"tool_choice": "auto",
"input": "Find the sunrise time in Paris today and cite the source."
}'
```
###### Tests
Tested with above curl, removed Azure-specific tests.
default-enablement of web_search is now client-side, no need to send
eligibility headers to backend.
Tested locally, headers no longer sent.
will wait for corresponding backend change to deploy before merging
