Make URLs clickable in MCP elicitation prompts (#51450)

## What changed

Render web URLs in TUI MCP elicitation prompts as terminal hyperlinks. Preserve the full destination when a URL wraps across lines, while retaining the existing styling for answered and unanswered prompts.

## Testing

Add a regression test that verifies each linked cell of a wrapped URL targets the complete URL, including its query string, and a snapshot of the rendered form.
