Extract PID startup into a dedicated module (#42374)
## What changed Move Unix detached-process launch and PID publication from `pid.rs` into `pid_start.rs`, keeping PID reservation and lifecycle behavior unchanged. GitOrigin-RevId: acacb33953a66adc15377294ccc46d0677cc61c4
