Use the bundled model catalog in the MCP startup invalidation test (#53795)

Browse Source 
Set `config.model_catalog` to the bundled catalog in
`mcp_invalidation_refreshes_threads_that_are_still_starting` so model
resolution completes locally before the test waits for the startup
lifecycle hook.
