Increase SQLite log sink batching (#39294)

## What changed

- Increase the default bounded log queue capacity from 512 to 2,048 entries.
- Raise the default insert batch size from 128 to 512 entries.
- Extend the default periodic flush interval from 2 to 10 seconds.
