Route broad Codex setup questions through self-knowledge guidance (#59949)

## What changed

Update the `openai-docs` sample skill to read `references/codex-self-knowledge.md` first for broad Codex setup or team customization questions, using its guidance to choose and combine configuration options. Keep other product behavior questions on the existing documentation lookup route.
