Update prebuilt argument-comment-lint to rust-v0.164.0 (#57170)

## What changed

- Refresh the DotSlash artifact URLs, sizes, and digests for all four supported platforms.
- Update the documented toolchain to `nightly-2026-08-20` and clarify how the bundled runner and repository wrapper normalize Dylint library filenames.
