Update the exec-server stable compatibility baseline to Codex 0.162.1 (#52700)

Browse Source 
Use Codex `0.162.1` instead of `0.156.1` for
`exec-server-stable-release-test`, updating the Bazel release archive version,
checksum, and repository reference.
