feat(hub): enable dominant color explicitly in base values

The hub chart makes kerberospipeline.dominantColor opt-in. The k3d, kind and microk8s workflows wait for pipe-dominantcolor, so keep it enabled. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
