rob thijssen d4bbe6450f ci: use bracketed deploy directives to avoid false matches ...

Changed from "deploy: frontend" to "[deploy: frontend]" to prevent
substring matches against prose in the commit message body.

Directives: [deploy: frontend], [deploy: backend],
[deploy: frontend, backend]
