Add GH actions (#37)

* Add GH actions * Install nightly, test Rust seperately * Nightly for tests * Pin nightly version... maybe this works? * Revert attempted version fix * Re-try nightly pinning... * Try without... * Revert stable experiment * Run action on PR * Action only on PR * Rename push.yml to pr.yml * Bump deps, update actions * Bump backtrace (maybe this helps?) * Don't test rust alongside wasm (split)
