*__summary__*: Tests for a `undefined` values.

*__description__*: Checks to see if the input value is `undefined`.

*__example__*:   

```javascript
import { isUndefined } from '@polkadot/util';

console.log('isUndefined', isUndefined(void(0))); // => true
```
