*__summary__*: Tests for a `Buffer` object instance.

*__description__*: Checks to see if the input object is an instance of `Buffer`.

*__example__*:   

```javascript
import { isBuffer } from '@polkadot/util';

console.log('isBuffer', isBuffer(Buffer.from([]))); // => true
```
