Convert all type/* (and some primitives) to srml/* (#1189)

Browse Source 
* Convert (almost-all) non-primitives (and some primitives) to srml/*

* Move Vote to primitives, remove type folder

* Move Balance :-o

* Fixup tests, override Balance.toRaw()
