Treat auth reload failures as transient during token refresh ( #58324 ) ...
## Why
An unreadable or malformed `auth.json` could be treated as an account mismatch during token refresh or unauthorized recovery, producing a permanent failure.
## What changed
Propagate storage errors from guarded auth reloads as transient failures, preserving cached credentials and allowing recovery to retry. Apply credential-safe error formatting to file deserialization and agent identity JWT decoding.
## Testing
Add regression coverage for empty files, invalid auth fields, and invalid JWT claims. Verify that failures preserve cached tokens, auth change state, and network permits without exposing credential values in errors, and that unauthorized recovery can resume after the file is restored.
