Add a regression test that fails `exec_command` with a missing working directory, pauses command completion, and interrupts the turn before releasing completion.

Verify that the command emits exactly one start and completion, retains its failure status and launch diagnostic, and persists the completion in the rollout. Check that reconstructed history includes the failed command in the interrupted turn.
