jif e1f3fafad8 Route V2 child loading through AgentControl (#47629) ...

## What changed

Add `AgentControl::ensure_child_loaded` and use the parent's configured agent control in `ThreadManager` to reload recorded V2 children. The local implementation delegates to the existing loader using the live parent's current configuration, preserving parent-controlled restoration without sending input.
