swastik-oai 464add4958 Separate Guardian conversation preparation from execution (#55533 )

## What changed

Split retained conversation scoring into `Reservation::prepare` and `PreparedConversation::run`, exposing the complete admitted input before model execution. Keep the history fork and capacity permit owned by the prepared conversation, and recheck authorization, score expiry, and backend generation before execution.

## Testing

Extend conversation tests to verify that preparation sends no model request, execution uses the prepared input, dropping a prepared conversation releases capacity, and stale prepared reviews cannot start model execution.
