Curtis 'Fjord' Hawthorne dc1949f3c4 Add original-resolution view_image support for gpt-5.4

Preserve original PNG/JPEG/WebP bytes behind the view_image_original_resolution feature flag and send detail=original for gpt-5.4 view_image outputs.

Add request-budget handling for oversized inline image payloads, update history estimation for original-resolution images, and refresh JS REPL guidance to prefer WebP at 85% quality when generating images for view_image.

codex-protocol

This crate defines the "types" for the protocol used by Codex CLI, which includes both "internal types" for communication between codex-core and codex-tui, as well as "external types" used with codex app-server.

This crate should have minimal dependencies.

Ideally, we should avoid "material business logic" in this crate, as we can always introduce Ext-style traits to add functionality to types in other crates.
