andrewgu-oai b1e72963c3 Add GPT-6.1 Sol as the default catalog model (#49318) ...

Add `gpt-6.1-sol` to the bundled model catalog with its capabilities,
reasoning levels, and availability message. Give it the highest catalog
priority and update older Sol descriptions to reflect their generations.

Update startup, model picker, and tool catalog snapshots to reflect the
new default and catalog contents.
