## Why

Elastic entry caps can shorten review framing and authorization warnings along with supporting evidence. Those boundaries and warnings need to remain intact when evidence is truncated.

## What changed

- Preserve protected framing, host notices, and exact planned actions during elastic entry preparation.
- Carry protection metadata through root conversation, trusted answer, and `node_repl` evidence composition while allowing supporting text to be capped.
- Wrap sender evidence in protected boundaries and a warning that partial context does not transfer permission.

## Testing

Extend elastic-budget regression coverage to verify that exact action JSON, permission boundaries, and sender evidence warnings survive while supporting text is capped.
