## What changed

Remove `dynamic_network_policy`, which only converted `SandboxPolicy` to `NetworkSandboxPolicy`. Update the Seatbelt network policy tests to call `dynamic_network_policy_for_network` directly with explicit `Restricted` or `Enabled` policies, preserving the existing assertions.
