## Why

Input injected before `wait_agent` or `clock.sleep` begins must still interrupt the wait and reach the next model request.

## What changed

Track notifying response-item injections as pending steering activity. Reset that state when pending input is consumed or cleared so later passive context does not interrupt waits.

## Testing

Extend wait and sleep tests to cover injections queued before the wait and delivered while waiting, alongside user steering. Add queue coverage for pending injection detection and reset after consumption.
