Michael Bolin e95924a6ef core: persist initial context window metadata

Record the initial AutoCompactWindowIds in session_meta.context_window so JSONL tailers can observe the first context window before any compaction item exists. Thread creation now passes the same initial IDs to rollout persistence and SessionState, and resume reconstruction uses the session_meta value as a fallback behind compacted window metadata.
