## Why

Setting `model_provider = "openai"` hid the Amazon Bedrock setup option during onboarding, even though leaving the provider implicit allowed it.

## What changed

Allow the Bedrock setup wizard when the effective provider is `openai`, whether selected explicitly or by default. Preserve the existing feature, authentication, login-method, and embedded app-server requirements.

## Testing

Update onboarding tests to cover explicit OpenAI configuration, continued exclusion of custom providers, and the Bedrock sign-in option with configuration loaded from `config.toml`.
