Oystein Eftevaag 9630fcfc13 Clarify test failures and annotate a backend registration invariant (#59131) 
## What changed

- Replace `unwrap()` calls with descriptive `expect()` messages in rollout budget and web search scenario tests.
- Add a targeted `clippy::expect_used` exemption in `BackendSessions::set_preference_key`, documenting that preference keys are assigned only after backend registration.
