Brent Traut 47c063de51 Add experimental thread item lookup by ID (#52637) ...

## What changed

Add `thread/items/read` to retrieve persisted items by `threadId`, `turnId`, and 1–100 `itemIds`. Return matching items in canonical stored order, omitting missing IDs and items outside the requested turn.

Add item ID filtering to the thread store while preserving inherited history and fork cutoffs. Require the experimental API capability for the new endpoint.

## Testing

Add coverage for stored ordering, turn scoping, missing IDs, request size limits, experimental capability gating, and inherited items across fork cutoffs.
