jamy-OAI ac558e2a32 Resolve saved Daybreak preferences against advertised model programs (#59192 )

## What changed

Add `SavedDaybreakChoice` and `ModelAccessPrograms::select_saved` to resolve an optional saved preference. Enabled selects an advertised Daybreak program, disabled selects an advertised standard program, and unset or unsupported choices return `None`.

## Testing

Extend selection tests to cover enabled, disabled, and unset preferences across advertised program combinations, preserving the preference for Daybreak Blue over Red.

codex-protocol

This crate defines the "types" for the protocol used by Codex CLI, which includes both "internal types" for communication between codex-core and codex-tui, as well as "external types" used with codex app-server.

This crate should have minimal dependencies.

Ideally, we should avoid "material business logic" in this crate, as we can always introduce Ext-style traits to add functionality to types in other crates.
