rka-oai 86b1123ff6 Enable parallel tool calls for all model prompts (#38499 )

## What changed

- Set `parallel_tool_calls` for regular and remote compaction prompts without consulting model metadata.
- Remove `supports_parallel_tool_calls` from `ModelInfo`, the bundled model catalog, and related fixtures.
- Preserve the existing Responses Lite behavior that disables parallel tool calls at request construction.

codex-protocol

This crate defines the "types" for the protocol used by Codex CLI, which includes both "internal types" for communication between codex-core and codex-tui, as well as "external types" used with codex app-server.

This crate should have minimal dependencies.

Ideally, we should avoid "material business logic" in this crate, as we can always introduce Ext-style traits to add functionality to types in other crates.
