jif cc1a4ec763 Stop the closest remote SHA search at zero distance (#55302) ...

Return immediately from `find_closest_sha` when a remote-backed branch has
zero distance from `HEAD`, avoiding Git commands for the remaining candidates
once the minimum possible distance is found.
