## What changed

- Add optional `omitted_paths` and `denied_reads` fields to catalog permission messages. The latter requires exactly one `{{ denied_reads }}` placeholder.
- Preserve mandatory denial and no-bypass warnings, path/glob facts, and existing path selection limits. Limit each override to 500 UTF-8 bytes and fall back independently to bundled wording for invalid overrides.
- Pin `i18n-config` to an upstream revision that removes the unmaintained `basic-toml` dependency, updating Cargo and Bazel lockfiles.

## Testing

Add serialization and rendering coverage for sparse values, invalid templates, byte limits, and preserved policy facts. Extend model-switch scenarios to verify that warning wording follows the selected model while preserving request history and permission annotations.
