Charlie Marsh eb3572f9d7 Avoid unnecessary connector directory work for tool suggestions (#57257 )

## Why

Tool suggestions loaded and cloned the cached connector directory even when no candidates remained after excluding accessible apps.

## What changed

- Filter out accessible connectors before loading the directory, skipping the lookup when no candidates remain.
- Share cached directory entries through `Arc<[AppInfo]>` and clone only matching entries for suggestions.
- Preserve placeholder suggestions for candidate connectors missing from the directory.

## Testing

Add coverage for skipping directory lookups with no remaining candidates, sharing cached storage, and preserving directory metadata and missing-connector fallbacks while excluding accessible apps, including disabled ones.
