## What changed

- Handle voice toggle and mute shortcuts in `App`, and route `/voice`, `/voice stop`, and `/voice mute` through thread-scoped events that ignore requests for a different current thread.
- Allow function-key voice toggle bindings and chords beyond chat, including transcript browsing and search, while preserving existing surface bindings and raw key capture.
- Exit transcript browsing when toggling voice, avoid matching completed chords again, and preserve startup submission handling before dispatch.

## Testing

Add regression coverage for voice chords outside chat, binding conflicts, key capture, transcript browsing, mute dispatch, and startup submission cancellation with draft preservation.
