goodman-oai aafd81a7ad Avoid nested CLI startup in the MCP OAuth persistence test (#56018) ...

Use `ConfigEditsBuilder` to persist a concurrent MCP server edit during OAuth discovery without launching another CLI process inside the HTTP timeout. Preserve coverage that the concurrent server and issuer-bound callback are saved, and assert that OAuth fails with the expected invalid authorization endpoint error.
