Extend and bound exec-server session recovery ( #58983 ) ...
## Why
Session recovery needs time for reconnecting and replaying process output, with server retention allowing for differences in when each side detects a disconnect.
## What changed
- Extend client recovery to 50 seconds, reserving the final 5 seconds for process replay, and retain detached sessions and RPC process output for 80 seconds.
- Bound recovery registry requests to 6 seconds and allow 20 seconds for Noise handshake and initialization.
- Abort pending transport tasks when a Noise handshake fails or is cancelled, closing the WebSocket.
- Record recovery timeout stages and retention expiration reasons.
## Testing
Add coverage for closing the WebSocket when a Noise handshake is cancelled and for timing out stalled recovery registry requests while leaving retries to session recovery.
