Joe Savona 5c7a1602c8 Unify TUI status line layout for extension content (#60031) ...

## What changed

- Use the same status renderer for shared footer rows and separate status lines, allocating extension content the width left by the mode indicator.
- Measure extension content with `measure_natural()` instead of rendering it at maximum width.
- Skip reasoning effort status transitions for extension content and clear an active transition when extension content replaces the status line.

## Testing

Add regression coverage for matching shared and separate layouts across terminal resizing, natural width measurement, viewport clipping with hyperlinks, and skipping effort transitions when switching between native and extension content.
