ioanbudea-OAI 3e9264fb18 Defer synchronous Guardian evidence limits to preparation (#57295)
## What changed

Collect original retained instructions, assistant context, and verified answers before applying synchronous request limits in `guardian-context` preparation. Carry original record sizes through collection, preserving whole-record omission notices, source ordering, and host assistant-context framing.

Apply retained transcript source size checks during synchronous transcript preparation as well.

## Testing

Extend regression assertions for synchronous/asynchronous retained-context parity and equivalent verified-answer omissions when oversized records are filtered during preparation.
