jgershen-oai 4b3b569f39 Allow WebSocket test server shutdown while waiting for requests (#47698) 
Use `tokio::select!` to listen for shutdown alongside `ws_stream.next()`
in the test server's request loop, allowing the server task to exit when
shutdown is requested while waiting for the next client message.
