ioanbudea-OAI a54329e235 Defer Guardian context trimming in elastic preparation (#58935 )

## What changed

- Thread `ContextBudgeting` through synchronous context and image preparation. Elastic mode preserves candidates for later entry capping and allocation; existing reviewer callers continue to use `Fixed`.
- Defer transcript selection, supporting-text caps, and image budget admission in elastic mode while preserving exact planned actions. Mark host framing as protected and distinguish optional user messages from required manual approvals.
- Add `ElasticBudgetConfig` validation requiring section minimums, including fallback policies, to sum to `DEFAULT_MAX_INPUT_TOKENS`.

## Testing

Extend tests for elastic transcript preservation, deferred native tool-call limits, oversized planned actions, image allocation, and section minimum totals above and below the required budget.
