Qualify Astra's bundled async-question guidance with “When available” so
it does not imply that `functions.request_user_input_async` exists in
every session. Only that sentence prefix changes in `models.json`.

## Validation

- Parsed and round-tripped the catalog with Python's JSON library.
- Verified the sole semantic change is the availability qualifier in
Astra's `model_messages.instructions_template`.
- `just fmt` and `git diff --check` passed.
- Rust tests were not rerun for this prompt-only change.
