Celia Chen 5989dcc470 Use the shared HTTP client in codex-protocol (#36033 )

## What changed

- Replace direct `reqwest` error types in `codex-protocol` with
  `codex_http_client::HttpError`.
- Build the response-stream error test through
  `codex_http_client::HttpResponse`.
- Remove `codex-protocol` from the direct `reqwest` dependency allowlist.

## Testing

- Update the response-stream failure test to cover status and URL propagation
  through the shared HTTP response wrapper.

codex-protocol

This crate defines the "types" for the protocol used by Codex CLI, which includes both "internal types" for communication between codex-core and codex-tui, as well as "external types" used with codex app-server.

This crate should have minimal dependencies.

Ideally, we should avoid "material business logic" in this crate, as we can always introduce Ext-style traits to add functionality to types in other crates.
