## What changed

Add `max_total_section_tokens` to `ElasticSectionLimits`, with a builder and accessor. Reject maximums below the section minimum during construction and deserialization. Default to no section maximum and omit the field from serialized output when unset.

Clarify how required evidence uses section minimums and optional evidence can use unused reservations up to section maximums.
