felixxia-oai bca6cff1e1 Add Guardian v3 local board helpers (#56460) 
## What changed

Add the `codex-guardian-v3` crate to the Cargo workspace with a Bazel target. Expose helpers to configure the `guardian` storage namespace and construct a `LocalBoard` for the owning main thread's session ID.
