Dmitriy Kovalenko 08511817f3 Simplify pending interactive request tracking in the TUI (#59517 )

## What changed

Replace parallel lookup sets and per-turn maps with a single arrival-ordered list of pending interactive requests. Centralize request matching for replay filtering and cleanup, deduplicate repeated requests, and resolve user input answers against the oldest pending question for the turn.
